 PRINCIPAL ANALYST

THE POSITION

  • Provide County departments with guidance, technical and administrative support on all countywide policies and procedures;
  • Participate in preparing Sutter County’s recommended and final annual budgets;
  • Advise departments on the creation and implementation of budget models and policies and procedures including future projections and recommendations;
  • Conduct special studies; develop proposed solutions when appropriate;
  • Increase the public’s understanding of complex issues and encourage participation in the development of solutions and/or alternatives;
  • Create, coordinate and oversee multi-departmental and community programs to be sure the County is being managed in the most efficient and effective way possible;
  • Monitor and review operations of departments for fiscal, operational and political implications.

 

THE “IDEAL” CANDIDATE WILL HAVE:

  • practical experience in budgeting as well as management, policy and organizational analysis. A background in local government is preferred. The ideal candidate will have a clear knowledge of County organizational structure;
  • outstanding interpersonal skills, with the ability to establish cooperative and effective working relationships with the Board of Supervisors, a variety of County departments, colleagues, and the citizens we serve;
  • experience and be at ease working with both technical and professional staff, as well as elected and appointed officials. Have a familiarity interacting with contractors and consultants;
  • strong technical skills, and an ability to identify challenges and problems and conceive of analytical strategies to work towards solutions. Is a strategic thinker and planner whose vision is balanced with realism;
  • a highly focused and organized individual who inspires others;  outstanding written and oral communications skills;
  • can deliver their message effectively regarding a broad spectrum of County issues, and articulate and debate his/her opinion in an effective manner;  flexibility to accept and adapt to ongoing change;
  • honesty, integrity, diplomacy, patience, a strong work ethic, and a sense of humor.
