PROCUREMENT AND CONTRACT ANALYST
Under general supervision of the Director for General Services, plans, organizes, and participates in activities related to purchasing within General Services, County property management, and assisting with the administration of the County’s Campground Host program; prepares and administers contracts for the procurement of materials, supplies and services; coordinates for the leasing and rental of County-owned property; and provides technical and administrative assistance to the Director for General Services. The eligible list established from this recruitment may be used to fill any future opening(s) in this class for up to nine months.
Coordinates and actively participates in the procurement activities of the County; prepares bid specifications and Requests for Proposal; solicits, receives and reviews bids, quotes and proposals; coordinates bid openings; reviews and makes recommendation regarding vendor and announces bid award; prepares, facilitates, and administers a variety of contracts related to the purchase of materials, supplies and services by General Services; oversees the purchasing, receiving and inventory process within General Services; provides advice and assistance to County staff on prices, availability of equipment and materials, and County procurement processes and policies; administers the County’s radio and telecommunications program; purchases new equipment; coordinates for the repair and/or relocation of phones and related equipment; arranges for the activation or replacement of cellular phones; researches and resolves tenant and operational issues and/or refers issues to the appropriate personnel for resolution; participates in the development and evaluation of leases and agreements; make recommendations for approval, denial or discontinuance of facility usage; plans, organizes and participates in County property management functions such as negotiating lease/agreement terms and developing and monitoring the terms of lease agreements; oversees the collection of rental, lease and other service fees; participates in activities related to the leasing and rental of County-owned real property and the leasing of real property as required for County use; administers the County’s Campground Host Program which includes soliciting potential Campground hosts, screening candidates, finalizing contracts with those selected and receiving and responding to questions, issues, and concerns regarding campground operations; oversees and administers the County’s surplus process; provides direction to and evaluates technical and/or clerical staff engaged in a variety of activities associated with assigned activities; participates in the development and administration of program budgets; prepares and presents a variety of technical reports related to assigned operations; provides technical and administrative support for special studies or projects, as assigned; builds and maintains positive working relationships with co-workers, other County employees, and the public using principles of good customer service; performs related duties as assigned.
