Under general direction of the Information Systems Manager, the Information Systems Developer provides support for YCWA’s business technology and information system needs through business needs assessments, software development, system and end user support, and other duties as assigned. This is an exempt position located in Hallwood.
EXAMPLES OF ESSENTIAL DUTIES:
The IS Developer supports the efforts of the IS team by providing for and managing business technology and information system software development and maintenance consistent with current industry standards, practices, and technologies; scripting development; systems needs assessments; end user support and training; providing input for the planning and specification of business technology resources; assisting consultants to provide design and development support; and ensuring technology service needs are met in a timely manner for employees, Board members, and consultants.
EXAMPLES OF DUTIES INCLUDE:
- Support the effective implementation of projects including assessing system specifications, equipment purchasing, code design and testing, and coordination of staff and consultants;
- Support the IS Manager in preparing and administering the annual and long-term business technology and information systems budget, and monitor and control expenditures to stay within the approved budget;
- Provide input for procedures for best practices within change management, software development, and disaster recovery;
- Maintain the organization's effectiveness and efficiency by supporting strategic plans for implementing information technologies and developing in-house solutions;
- Recommend improvements for existing business technology and information systems by identifying enhancement opportunities and developing implementation strategies;
- Safeguard Agency information assets by adhering to secure data back-up and disaster recovery procedures;
- Maintain complete documentation for systems designed and/or developed;
- Troubleshoot systems properly;
- Coordinate with staff to identify technology and information system needs and determine appropriate solutions;
- Develop information systems with user-specific system settings;
- Maintain current and accurate inventory of technology hardware, software, and other resources.
KNOWLEDGE & SKILLS:
- Business technology and information systems design, implementation, and operation;
- Software design best practices;
- Software development life cycle;
- Software flowcharts;
- Catching and handling errors;
- Developing reports;
- Operating systems, such as Windows,
- Windows Server, Android, and Linux; PHP, Python, development frameworks, MS SQL Server, PostgreSQL, MySQL, MS Office;
- Communication and problem-solving techniques;
- Familiarity with industry best practices for IT systems development and code security;
- Structure and content of the English language including the meaning and spelling of words and rules of composition and grammar and the principles of business letter writing and technical documentation;
- Pertinent laws, codes, and regulations as it applies to the position and the Agency.
- Maintaining sensitive and confidential information in the course of supporting Agency business technology and information systems;
- Excellent change management skills to minimize data loss during upgrades or troubleshooting.
DESIRABLE EDUCATION AND EXPERIENCE:
This position requires the equivalent of a Bachelor’s degree from an accredited college or university in related coursework OR 5 years of the combination of education, training and experience in software development in the listed technologies. Must have the ability to obtain and maintain a valid California driver license and an acceptable driving record.
EMPLOYEE BENEFITS:
Annual leave includes 15 vacation days, 15 sick days, and 13 holidays. Agency will pay full cost of Health Insurance (medical, dental, vision) for employee and dependents equivalent to the least expensive plan available to any qualified employee. CalPERS: For Classic Members, the formula is 2%@55 plan based on highest 12 months (Agency pays 5% of the employee contribution for classic members only); For New Members, the formula is 2%@62 based on the highest 36 months. Employee contributions are fully refundable with interest upon termination; vested after 5 years. The Agency does not participate in Social Security, but contributes to a deferred income plan in lieu of Social Security. Agency pays for a $50,000 life insurance policy.
