Description

The County of Yuba is currently recruiting for the position of Supervising Public Health Nurse I in the Health & Human Services’ Public Health Division. Under general supervision, plans, assigns, supervises, reviews and evaluates the work of public health nursing and related ancillary staff for the Yuba County Public Health function; develops goals, objectives, standards of performance and policies and procedures to meet legal, organizational and public health nursing guidelines. Provides programmatic oversight and review to multiple public health nursing programs; directs and supervises the work of public health nursing staff; performs the full range of public health nursing services including teaching, health assessment, and counseling services in connect ion with the prevent ion and control of diseases and adverse health conditions; may manage a patient caseload; performs related work as assigned. This is the supervisory level in the public health series. There is currently one vacancy. However, the employment list established from this recruitment may be utilized to fill additional vacancies for the same classification if they arise during the duration of the list.

About the Position:

Selected candidate(s) will supervise one of two teams: 

The Communicable Disease investigation team, which includes follow-up of reportable communicable diseases, tuberculosis, sexually transmitted diseases, and HIV surveillance; supervises the Immunization Program, which provides influenza and other select vaccinations onsite and at community outreach sites; develops working relationships with community medical providers’ offices and informs them of current communicable disease and immunization guidelines and recommendations on an ongoing basis and participates in community coalitions and committees focused on disease prevention; or

The Children’s Medical Services team, which includes telephone case management for children with serious medical conditions, children with elevated blood lead levels, and children in foster care; the Maternal Child Adolescent Health Program, which promotes the health and wellbeing of pregnant women, infants, and children in the community (e.g. breastfeeding and infant safe sleep promotion through social media and other outlets); develops working relationships with community medical providers’ offices and informs them of current guidelines and recommendations (e.g. screening for postpartum mood disorder and Adverse Childhood Experiences); participates in community coalitions and committees to promote the optimal health and wellbeing of pregnant women, infants, children, and children with special health care need

The ideal candidate will have the ability to work autonomously to plan and manage complex programs and maintain compliance. The successful incumbent takes initiative and is innovative in their approach, while supporting the division’s strategic plan and accreditation and possess excellent leadership skills and have the ability to coach and mentor employees to produce valuable, motivated and team oriented staff.

Required Qualifications:

Minimum: Bachelor’s degree in nursing (BSN) from an accredited school of nursing and two years of progressively responsible public health nursing experience.

Preferred: In addition to the minimum, a Master’s Degree in Nursing or a health related field and additional years of experience at a level equivalent to the County’s class of Public Health Nurse III.

Licenses and Certifications: Possess a valid California Class C driver’s license; maintain throughout employment. Possess and maintain a valid license as a Registered Nurse in the State of California; must provide proof of re-certification within 10 calendar days prior to expiration. Posses a current certification as a Public Health Nurse in the State of California.

Working Conditions: Work is performed in a typical office or clinic setting and in the field at various community or residential locations. Work may require exposure to sources of potentially contagious pathogens in the course of field duties, while wearing personal protective equipment. When in the field, work with exposure to inclement weather, temperature extremes, equipment noise, heavy traffic and exhaust fumes, or other potentially dangerous conditions. May occasionally be required to  work extended hours, weekends, holidays, evenings or irregular work shifts and attend meetings outside of normal business hours. May be required to be available for call back in emergency situations.

 

Benefits

Hiring Range: $7,334 - $8,068/Monthly + Benefits

MERIT INCREASE:

Typically 5% each year for the first 7 years

RETIREMENT:

Miscellaneous Classic: 2% @ 55

Miscellaneous New: 2% @ 62

VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 yrs

HOLIDAYS: An average of 14 paid holidays per year, including 2 floating holidays

SICK LEAVE: Accrued every payroll period, up to 12 days per year

HEALTH: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.

DENTAL/VISION: County pays 100% of the Basic Plan Premiums for employee only and 80% for dependent(s).

LIFE INSURANCE: County provides $50,000 in life insurance coverage.  Employees may purchase additional coverage for themselves and dependents.

SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

SHORT TERM DISABILITY (STD) INSURANCE: SDI provides benefits to employees who are unable to work due to non-work-related illness or injury. The current SDI withholding rate is 1.2% with a maximum of $1,539.58 on wages up to $153,958 (per calendar year) for 2021. This % is deducted on gross wages and can change annually in accordance with law. Persons covered by SDI are also automatically covered by Paid Family Leave (PFL).

MEDICARE: Yuba County does participate in the Medicare Program. Current EE & ER share is 1.45%

DEFERRED COMP: One Voluntary Deferred Compensation plan is available

EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.
