Description
The County of Yuba is currently recruiting for the position of Public Health Nurse Intern, Public Health Nurse I/II in the Health and Human Services Department. This position provides the full range of public health nursing services including teaching, health assessment, and counseling services in home, clinics, schools and community centers in connection with the prevention and control of diseases and adverse health conditions; performs related work as assigned.
Public Health Intern is a recruiting and training level class established to qualify candidates for duties as a PHN I/II in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification.
Public Health Nurse I is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision. This class is flexibly staffed with the PHN II and incumbents may advance to the higher level after gaining experience, qualifications and demonstrating proficiency which meet the requirements for the higher level class.
Public Health Nurse II is the journey level in this class series, fully qualified to provide public health nursing services for complex cases and to review the work of para-professional or support staff assigned to a nursing team.
Ideal Candidate
Ideal Candidate: The ideal candidate will have skill in providing excellent nursing services in a variety of settings; assessing patient status and needs and taking appropriate action to provide for the modification of treatment plans to maximize care effectiveness. The incumbent will have the ability to assess and prioritize multiple tasks, projects and demands; combine pieces of information to form general rules or conclusions, including finding a relationship among seemingly unrelated events.
Required Qualifications:
Public Health Nurse Intern Minimum: Graduation from a four year college or university with major coursework in nursing and possession of a license as a Registered Nurse. The ability to obtain a valid certification as a Public Health Nurse within 12 months of employment with proof of application within 3 months of date of hire.
Public Health Nurse Level I Minimum: Graduation from a four year college or university with major coursework in nursing, possession of a license as a Registered Nurse and a Public Health Nurse Certificate.
Public Health Nurse Level II Minimum: Graduation from a four year college or university with major coursework in nursing, possession of a license as a Registered Nurse, a Public Health Nurse Certificate, and one year of experience equivalent to the County’s class of Public Health Nurse I.
Licenses and Certifications: Possession of or the ability to obtain a valid California Class C driver’s license within ten (10) days of employment. Possess a valid license as a Registered Nurse in the State of California.
Working Conditions: Work in a standard office or clinic setting. Work may require exposure to sources of potentially contagious pathogens in the course of field duties, while wearing personal protective equipment.
Benefits
Hiring Range Intern: $5,415-$5,957 Monthly + Benefits
Hiring Range PHN I: $5,744-$6,319 Monthly + Benefits
Hiring Range PHN II: $6,093-$6,703 Monthly + Benefits
MERIT INCREASE:
Typically 5% each year for the first 7 years
RETIREMENT:
Miscellaneous Classic: 2% @ 55
Miscellaneous New: 2% @ 62

VACATION:
12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 yrs
HOLIDAYS:

HEALTH:
The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s).
DENTAL/VISION:
County pays 100% of the Basic Plan Premiums for EE only and 80% for dependent(s).
LIFE:
County provides $50,000 in life insurance coverage.

VETERAN’S CREDIT:

Applicants must have served on active duty for a period of not less than 90 days in the armed forces in time of war of national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States and who has been discharged or released under honorable conditions, and widows of such persons shall be allowed credit. WAIVER OF SELECTION PROCEDURES:
When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.
EMPLOYMENT ELIGIBILITY LIST:
An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a maximum of six months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENTAL INTERVIEW:
The Health and Human Services Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
E-VERIFY:
Yuba County participates in the E-Verify system. This employer will provide the Social Security Administration (SSA) and, if necessary the Department of Homeland Security (DHS), with information from each NEW employee’s Form I-9 to confirm work authorization.
