Probation (Business) Analyst
The County of Yuba is currently recruiting for a Probation Analyst in the Probation Department. Under general direction, collects and analyzes data to produce meaningful information; prepares, compiles, and sorts information and/or documents for processing; performs complex data analysis in response to reporting requests utilizing business intelligence software programs or tools to query, validate, format, and organize structured and unstructured data; define and create new data models and visualizations to ensure information needs are met; research and apply new or expanded knowledge in the criminal justice field by exploring and defining problems, planning the approach for the study, analyzing data, interpreting rules, documenting and reporting findings and recommending program and technological changes; and performs related work as assigned. This is a stand-alone journey-level criminal analyst classification. This position reports directly to the Chief Probation Officer and may receive direction from the Assistant Chief Probation Officer.

Examples of Duties :
Oversees all day-to-day operations of the Probation Case Management System (CMS), as well as other local databases and datasets, including data integrity, maintenance, user access, reporting and training.
Plan, organize and conduct research and evaluation studies for the Department’s programs and services, including the implementation of AB 109 (2011 Public Safety Realignment Act).
Provide ongoing improvements, maintenance, and support of the Probation case-management software, system data, business processes, including system access and security configurations.
Develops and executes strategic initiatives for Probation systems and provides project management.
Provide ongoing improvements, maintenance, and support of the Probation case-management software, system data; business processes; including system access and security configurations.
Develop and document procedures for analysis and production of all probation analysis reports; ensure reports are produced timely and in a format that will be most usable by management and for funding purposes.
Prepare comprehensive written reports, presentations, maps, or charts based on research, collection, and analysis of intelligence data and present results and recommendations to stakeholders.
Ideal Candidate:
The ideal candidate will have solid experience overseeing the day-to-day operations of a Probation Case Management System (CMS) or other relational database with extensive experience developing SQL queries. In addition, extensive experience in programming, particularly in Visual Basic is preferred. As the technical point of contact for Probation, candidate will have Probation-related experience in a fast-paced environment and possess interpersonal skills to interact with individuals from all levels both inside and outside of the organization. They will be detail-oriented and have a solid understanding of criminal justice law. Ideally, they will have project management systems implementation experience that includes design, testing and spearheading a full implementation that includes end-user training and change management.
Required Qualifications:
Bachelor’s degree in Criminal Justice, Criminology, Information Systems, Management Information Systems, Data Management, Statistics or a related field and two years minimum of experience in data collection, data analysis, conducting research and making recommendations for the solutions of complex problems. In addition to the minimum, a Master’s degree in Criminal Justice, Criminology, Information Systems, Management Information Systems, Statistics or a related field, or a Data Analysis Certificate preferably Crime and Intelligence Analysis, and experience with business intelligence software programs or tools, i.e. SQL, Visual Basic for Applications and additional 5 years of experience as previously defined, within criminal justice organizations or programs.

MERIT INCREASE:
Typically 5% each year for the first 7 years
RETIREMENT:
Miscellaneous Classic: 2% at 55
Miscellaneous New: 2% at 62

VACATION: 12 days for first 5 years with incremental increases every 5 years thereafter, up to 20 years
HOLIDAYS: An average of 14 paid holidays per year, including 2 floating holidays
SICK LEAVE: Accrued every payroll period, up to 12 days per year
HEALTH: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.
DENTAL/VISION: County pays 100% of the Basic Plan Premiums for employee only and 80% for dependent(s).
LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.
SOCIAL SECURITY: Yuba County does not participate in the Social Security Program
SHORT TERM DISABILITY (STD) INSURANCE: SDI provides benefits to employees who are unable to work due to non-work-related illness or injury. The current SDI withholding rate is 1.0% with a maximum of $1,229.09 on wages up to $122,909(per calendar year) for 2020. This % is deducted on gross wages and can change annually in accordance with law. Persons covered by SDI are also automatically covered by Paid Family Leave (PFL).
MEDICARE: Yuba County does participate in the Medicare Program. Current EE & ER share is 1.45%
DEFERRED COMP: Voluntary Deferred Compensation plan(s) are available
EMPLOYEE ASSISTANCE PROGRAM: County paid a confidential counseling program for up to 5 visits per incident per eligible family member.
