Description
The County of Yuba is currently recruiting for a Legal Services Specialist in the Probation Department. Under general supervision, the incumbent performs varied and specialized confidential legal support duties, requiring thorough knowledge of the assigned department, division, or program, its procedures, and operational details; provides administrative support to legal staff; assists with calendaring and scheduling; composes and prepares correspondence using judgment in content and style; performs skilled word processing, data entry and organization, recordkeeping, statistical and technical report preparation, and filing; prepares legal documents; assists in case coordination and filing of documents in a timely manner; and performs related duties as assigned. The Legal Services Specialist is a County wide classification. The employment list established from this recruitment may be used to fill additional vacancies in other departments.
About the Probation Department
The principal mandated tasks accomplished by Adult and Juvenile Probation Services are the preparation of investigative reports and sentencing recommendations for the Courts on criminal, diversion and probation actions, and the supervision of offenders granted formal probation. Probation manages a variety of specialized adult and youth program elements. The adult programs include Drug Court, a pre-trial risk assessment unit, and a wide array of rehabilitative programming at the Yuba County Together Everyone Achieves More (TEAM) Center. The youth program elements include a variety of programs, Probation and School Success Program, Juvenile Offender Work Program, Juvenile Traffic Court, Truancy Program, and the Thomas E. Mathews School.
Ideal Candidate
The ideal candidate will be skilled in the use of specific computer applications involving word processing, data entry and/or standard report generation. Must be able to review and edit legal documents, reports, and business communications. Success in the position requires the ability to prepare clear, accurate and concise written reports and correspondence; perform detailed office support work; maintain detailed office files and make accurate mathematical calculations. Will be required to read, understand and apply state statutes, local court rules and departmental policies pertaining to legal documents and processes; communicate effectively verbally and in writing; follow and issue verbal and written instructions; meet with parents and juveniles prior to court hearings; appropriately and discreetly dealing with sensitive subject matter.
Qualifications:
Minimum: Equivalent to graduation from high school and five (5) years of secretarial or office experience with experience providing office support in a legal office or court setting.
Preferred: Completion of at least two years of college (60 semester units) in a related field and at least two (2) years of experience as a legal secretary or providing office support in a legal office or court setting.
Special Requirements: The ability to obtain a valid California Class C driver's license within ten (10) days of employment; may be required to maintain license throughout employment at the discretion of the Appointing Authority. Successfully complete an extensive and thorough background investigation which includes Live Scan fingerprinting. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.
TYPING CERTIFICATE REQUIRED WITH APPLICATION
Minimum Net 40 wpm.
Must indicate results from a 5 min. test, testing agency and no more than 12 months old.

MINIMUM QUALIFICATIONS
The minimum and preferred requirements are listed above. TYPING CERTIFICATE:
Must submit a valid typing certificate indicating a speed of at least 40 net words per minute (wpm). The certificate must be a five minute test (internet and/or online test NOT acceptable). Must be no more than twelve months old. The certificate must include the following information: Your first and last name, gross words per minute, number of errors, net words per minute, the name of the agency administering the test and the test administrator’s signature.

EXAM
Applicants that have successfully completed the application screening process will be invited to participate in a required CPSHR Legal Processing Clerk Skills Exam scheduled for March 25, 2020. This skills based test is utilized to evaluate the applicant’s ability to perform some of the essential job functions. The exam scores will be utilized in establishing the employment list. This exam will be administered on County computers.
VETERAN’S CREDIT
All applicants who have successfully completed the application/selection procedures and examination process may be eligible for veteran’s credit. Applicants must have served on active duty for a period of not less than 90 days in the armed forces in time of war or national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States and who has been discharged or released under honorable conditions, and widows of such persons shall be allowed credit. Military Records Form DD214 must be submitted for further review and determination of appropriate credits, if applicable in this recruitment selection process.
WAIVER OF SELECTION PROCEDURES
When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

EMPLOYMENT ELIGIBILITY LIST
An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.
DEPARTMENTAL INTERVIEW
The Probation Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
MISCELLANEOUS PERSONAL HISTORY STATEMENT
Upon request, all applicants which are certified to the employment list, will be required to provide a PHS to the hiring department before the department interview. A preliminary review of the PHS will be conducted for each candidate to determine which candidates best meet the professional standard criteria adopted by the Department.
