The Office of Water Programs (OWP) is a research and training organization located on the Sacramento State campus. OWP is seeking a Web Application Developer or a Senior Web Application Developer.

The OWP Research Group provides technical expertise and applied research services in water quality monitoring and evaluation, stormwater permits and best management practices (BMPs), water and wastewater treatment, and water resources. OWP provides an excellent opportunity to work in an entrepreneurial, collaborative manner with a small, highly proficient group of professionals on projects that require innovative solutions.

As a self-supporting entity, OWP obtains its funding from contracts and competitive grants. Past clients include California state agencies, including Caltrans, State Water Resources Control Board, Department of Water Resources, Office of Emergency Services, Department of Toxic Substances Control, and Department of Parks and Recreation. Other clients and partnerships have included environmental consulting firms, equipment manufacturers, and the California
Stormwater Quality Association.

OWP has successfully competed for state and federal grant funds. Recent grants include a $10M award to provide drinking water technical assistance to disadvantaged communities in California and a $4.9M award to develop a program that allows licensed child care centers in California to sign up for free lead testing of their drinking water and free replacement of contaminated drinking water fixtures. OWP, through an EPA grant, is the EPA Region 9 Environmental Finance Center (EFC). As the EFC and through a state grant program, OWP provides water, wastewater, and
groundwater technical assistance to disadvantaged communities.

CONDITIONS OF EMPLOYMENT: This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

DUTIES AND RESPONSIBILITIES

The Web Application Developer develops software for OWP. The position manages the full life cycle of the web application development process. This includes but is not limited to designing and developing new applications, maintaining existing applications, responding to reported software defects, and providing support to fellow IT staff in implementing large and complex projects. The position reports to and receives general direction from the Senior Web Developer.

The Senior Web Developer acts as the Technical Advisor for OWP and is responsible for overall IT systems analysis, design, modifications, installation, and maintenance of application programs, integrated systems, or software solutions including databases to meet user and organizational information needs. This position is designed to support the activities and needs of the OWP. The position reports to and receives general direction from the Associate Director of Administration. The position supervises Web Application Developers and student assistants. The incumbent is expected to work independently, without technical supervisory support.

MINIMUM QUALIFICATIONS

Both positions require a Bachelor’s degree in Computer Science, Information Technology, Management Information Systems or related field or equivalent combination of education and/or work experience.
