Broad Scope and Function |
The Environmental Engineer (Engineer) is a key contributor to the development, improvement, and promotion of the training curriculum at the Office of Water Programs. This individual is responsible for assessing training needs in the profession, providing technical input for new training courses and programs, and for updating existing course curricula. The Engineer works closely with and provides consultation to the OWP Training group, consisting of the technical editors, IT, and customer service groups. This individual is also responsible for collaborating with content contributors and integrating their work into OWP training materials. Engagement in professional organizations is expected as part of promotion and networking for the training program. The Engineer works closely with the Director of Office of Water Programs or his designee in promoting, planning, organizing, responding to technical inquiries, and representing OWP at meetings and conferences. |

This position reports directly to and receives general direction from the Director of the Office of Water Programs or his designee. |
Conditions of Employment |
OPEN UNTIL FILLED with a priority review deadline of Friday, April 6, 2018. This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause. |

Minimum Qualifications |
1. An earned doctorate (Ph.D.) degree in Civil Engineering, or Environmental Engineering. 2. Minimum of five years of demonstrated experience in water and/or wastewater treatment operation or design. 3. Professional engineering license in a relevant field. 4. Demonstrated ability to work in multidisciplinary teams. 5. Excellent written communication skills with a demonstrated ability to write, review, and edit technical reports and documents. 6. Excellent oral communication skills with a demonstrated ability to present information in conferences and meetings. 7. Demonstrated experience in managing and successfully completing projects. 8. Must be legally eligible to drive in California and be acceptable for vehicle insurance coverage under the University Enterprises, Inc. insurance plan. Must continue to meet the established driving standards. 9. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards. |
Preferred Qualifications |
1. Professional operator license for water or wastewater treatment. 2. Demonstrated ability to interpret and analyze environmental laws and regulations. 3. Experience in producing training materials. 4. Experience in planning and/or delivering training courses to adult learners. 5. Experience with online/digital training technologies. 6. Demonstrated ability to respond to request for proposals (RFPs) and assemble a team to complete projects. |

Project Description |
The Office of Water Programs (OWP) develops training programs and publishes manuals for operators of water treatment plants, water distribution systems, wastewater collection systems, and treatment and reclamation facilities for municipal and industrial wastewater. OWP also offers training programs and materials for pretreatment facility inspectors, environmental compliance inspectors, and utility managers. All training is offered as distance learning, using correspondence, video, or computer-based/online delivery modes. OWP materials are used for both state test preparation and continuing education units and contact hours for operators. |

Other duties – The Engineer provides support as needed in assisting the Director in day-to-day operations such as responding to written and telephone requests for explanations of the materials in the training manuals and courses.
