Broad Scope and Function

This position is responsible for providing dedicated day-to-day support for the Cannabis Use Survey project, including developing project surveys and methodologies, conducting outreach and recruitment, monitoring project goals, providing lead work to data collectors, and preparing final deliverables.

Reporting Relationship

The position reports directly to and receives general supervision from the Director of the Public Health Survey Research Program. The position provides work direction to project Data Collectors.

Conditions of Employment

This position is a full-time, non-exempt (eligible for overtime pay), benefited position, with a defined contribution retirement plan through TIAA. (The position is not covered under the California Public Employees’ Retirement System). Continued employment in this position is dependent upon funding and the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee, can, at any time, terminate the employment relationship at will, with or without cause. Program continuation is contingent upon funding.

Minimum Qualifications

1. Bachelor’s Degree in the social sciences, statistics, or another field requiring statistical analysis and social science research or equivalent combination of education and/or work experience.

2. Demonstrated professional experience in a research position.

3. Experience using typical social science statistical software (e.g. Statistical Package for the Social Sciences, Statistical Analysis System) and to conduct analyses supporting the development of a standardized measure.

4. Demonstrated understanding of questionnaire and measurement construction and knowledge of sampling and research design.

5. Demonstrated experience using computer applications including email, word processing, spreadsheets, and databases such as the programs in the Microsoft Office Suite.

6. Excellent command of the English language including grammar, spelling, and punctuation.

7. Demonstrated skills in modern office methods, procedures, and practices including word processing, telephone, and personal computer skills.

8. Ability to effectively handle interpersonal interactions at all levels and handle highly sensitive interpersonal situations.

9. Excellent oral and written communication skills with the ability to clearly express ideas and recommendations orally and in writing.

10. Ability to provide lead work direction.

11. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.

12. Must be legally eligible to drive in California and be acceptable for vehicle insurance coverage under the University Enterprises insurance plan. Must continue to meet the established driving standards.

Preferred Qualifications

1. Master’s degree in the social sciences, statistics, or a related field is preferred.

2. Two or more years of research experience, including: experience with maintaining data security according to protocols; experience in recruiting and tracking participants for research projects; experience with data management and methods for tracking project objectives (e.g., recruitment, response, quality control); experience with calculating survey weights.

3. Bilingual in Spanish.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, printers, scanners, fax machines, and lift or move boxes weighing up to 25 pounds.

Project Description

The Cannabis Use Survey project is funded by the California Department of Pesticide Regulation (DPR) and implemented by Sacramento State’s Public Health Survey Research Program (PHSRP). This research will assist Cal-EPA, Dept of Pesticide Regulation in protecting the health of cannabis users from pesticide residues in cannabis products, by determining the amounts of cannabis products used by consumers. The project aims to develop and administer a measure of cannabis use to obtain daily amount of cannabis intake by Californians in order to facilitate development of pesticide regulations in cannabis farming. The project will include development/design, pilot study, redesign, large cohort study, and reporting phases.

1. Acts as the liaison between the entities associated with the Cannabis Use Survey project, including: PHSRPDPR, cannabis dispensaries, and project participants.

2. Manages Institutional Review Board (IRB) applications, reports, and records, and keeps the project up-to-date on approvals.

3. Establishes and maintains project files and record keeping systems including confidential information and data.

4. Prepares and submits weekly, monthly, and final reports on project progress to the PHSRP Director and DPR.

5. Develops survey instruments to create a standardized, reliable, and valid measure of cannabis intake (in English and Spanish). This includes, but is not limited to, researching and cataloging cannabis products, creating survey questions, designing data collection methodologies, facilitating focus groups on measure feedback, and conducting psychometric analyses of survey instruments.

6. Hires and provides lead work direction for project data collectors. Maintains attendance records and ensures project employees submit their time reports. Works with the UEI Payroll department to resolve discrepancies.

7. Works in cooperation with project entities and data collectors to recruit a representative sample of cannabis users across California to participate in the surveys and in focus groups.

8. Coordinates data collection, data entry, and quality assurance for completeness and accuracy with data collectors.

9. Organizes logistics (including travel/accommodations) for focus groups and data collections.

11. Works in collaboration with the PHSRP Research Analyst to conduct analyses of the standardized measure to report to DPR on psychometric properties, participant demographics, amount of cannabis use per day, and potentially create data weights.
