Broad Scope and Function

This position is responsible for the collection, preparation, data entry, verification, and organization of all payroll and benefit data as well as a variety of assignments in the University Enterprises, Inc. (UEI) payroll unit necessary to ensure the accurate and timely processing of payroll. This position must explain UEI policies and procedures as they relate to payroll as well as Federal and State Labor Laws. The difference between the Payroll Technician II and the Payroll Technician III position is the Payroll Technician III is the senior technician who is responsible for the final coordination of all hourly payroll data, making final adjustments to the payroll, verifying some of the Technician II’s work, processing insurance billings, and handling more difficult tasks.

Reporting Relationship

The position reports directly to and receives general supervision from the Payroll Manager.

Conditions of Employment


This is a full-time, non-exempt (eligible for overtime pay), benefited position that is covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Minimum Qualifications

1. Demonstrated experience in the methods, practices, and principles of payroll preparation and fiscal reporting.

2. Demonstrated knowledge of the state and federal laws, ordinances, and regulations applicable to payroll, including those affecting the maintenance of payroll records and determination of proper payments.

3. Demonstrated experience answering a variety of payroll questions and concerns from employees, supervisors, and managers.

4. Demonstrated experience in the use of computer systems and software applications including HR or Payroll databases, word processing, and spreadsheets related to payroll functions.

5. Demonstrated experience in data entry and using a 10-key numeric keypad.

6. Demonstrated ability to perform a variety of payroll preparation, record keeping, and transaction assignments such as the ability to maintain proper records, controls, and fiscal information. Demonstrated ability to calculate figures and amounts such as percentages, wage calculations and tax calculations. Demonstrated ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

7. Demonstrated ability to perform complex transactions and calculations involving resourceful judgment, ability to coordinate many different tasks, determine their relative importance and ability to show attention to detail with a high degree of accuracy.

8. Demonstrated ability to establish and maintain job priorities when there are changes in the workload, frequent interruptions, and competing deadlines.

9. Demonstrated ability to prepare, review, and analyze information. Demonstrated ability to define problems, collect data, establish facts, and draw valid conclusions.

10. Demonstrated ability to function effectively in a detail-oriented capacity.

11. Demonstrated skills to effectively function as part of a team.

12. Demonstrated experience working with and maintaining sensitive, confidential information.

13. Excellent command of the English language including grammar, spelling, and punctuation.

14. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.

Job Duty

01. Verifies and audits automated time and attendance records to ensure they are completed accurately including verifying correct pay rates and codes are used; reviews hours worked under Federal and State labor laws, making corrections when necessary.

02. Responsible for final coordination of all hourly payroll data; balancing multiple time card batches; analyzing various changes in hours, payments, coding, and rates; ensures the accuracy of all payments.

03. Verifies and processes insurance billings; reconciles billings to the general ledger, HR/Payroll Systems, and benefit system; prepares billing statements and check requests for health, dental, and other insurance providers. Acts as a backup for other insurance billings.

04. Responsible for monitoring accrual records for employee sick leave, vacation, holiday, and personal leave balances; verifies the posting of both earned and used hours, making adjustments when necessary. Monitors employee service credit and updates accrual increases as necessary. Verifies quarterly accrual information, entered in a spreadsheet by the Payroll Technician II, validating accuracy of rate, percentage, and account information.

05. Responsible for recording and balancing wage and benefit information used for verifying quarterly and annual reports.

Assists Payroll Technician II in maintaining the employee database as it relates to payroll such as entering new hire account distribution and tax information, verifying rate change information, processing W-4 changes, gathering and organizing payroll data, reviewing the entry of employee status forms ensuring proper pay class, hour codes and Non-Resident Alien information.

07. Verifies preparation of manual checks, retroactive pay information, stop payment requests, and identifies potential payroll problems and discusses them with the Payroll Manager.

08. Maintains and processes records for Faculty Agreements; verifies and enters time records ensuring proper codes and pay rates are used.

09. Provides training to employees and supervisors regarding timekeeping system and the employee self-service system.

10. Answers questions from employees and supervisors, regarding payroll policies, procedures, and pay received.

11. Administers the UEI Parking program for Sacramento State Parking permits; coordinates with the Sacramento State Parking office to ensure proper rates. Prepares and disseminates communication to employees; documents and corresponds with Sacramento State for new employee decals and employee refunds; reconciles General Ledger and HR/Payroll Systems.

12. Responsible for processing work-study invoices; processes billings to Sacramento State; reconciles General Ledger and prepares journal entries to transfer funds to appropriate expense accounts.
