University Enterprises, Inc. (UEI) at Sacramento State is seeking a Payroll Technician III for our Payroll Services Department. Payroll Services provides accurate financial information to UEI departments, federal and state agencies, banking institutions, and auditors.  Employees receive timely and accurate payroll checks, direct deposits, and annual W-2s, and federal and state government offices receive information for payroll wage and tax reporting.  Payroll Services also maintains and processes employer-provided benefits and payroll deductions.

RATE OF PAY:  $3,758 - $5,637 per month

CONDITIONS OF EMPLOYMENT: This is a full-time, non-exempt (eligible for overtime pay), benefited position that is covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Sacramento State requires all campus employees, including auxiliary employees, to be fully vaccinated, including a booster, against COVID-19 unless they have a qualifying exemption.

MINIMUM QUALIFICATIONS

  1. Associate degree in Business Administration, Finance, Accounting or a related field or equivalent combination of education and/or work experience.
  2. Demonstrated experience in the methods, practices, and principles of payroll preparation and fiscal reporting.
  3. Demonstrated knowledge of the state and federal laws, ordinances, and regulations applicable to payroll, including those affecting the maintenance of payroll records and determination of proper payments.
  4. Demonstrated experience answering a variety of payroll questions and concerns from employees, supervisors, and managers. 
  5. Demonstrated experience in the use of computer systems and software applications including HR or Payroll databases, word processing, and spreadsheets related to payroll functions.
  6. Demonstrated experience in data entry and using a 10-key numeric keypad.
  7. Demonstrated ability to perform a variety of payroll preparation, record keeping, and transaction assignments such as the ability to maintain proper records, controls, and fiscal information. 
  8. Demonstrated ability to calculate figures and amounts such as percentages, wage calculations, and tax calculations. Demonstrated ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Demonstrated ability to perform complex transactions and calculations involving resourceful judgment. 
  9. Demonstrated ability to research, analyze, and evaluate problems and develop effective solutions.
  10. Demonstrated ability to establish and maintain job priorities when there are changes in the workload, frequent interruptions, and competing deadlines.
  11. Demonstrated ability to function effectively in a detail-oriented capacity and as part of a team.
  12. Demonstrated experience effectively communicating and working with all levels of employees and/or customers while maintaining a professional demeanor and exercising tact and good judgment.
  13. Demonstrated experience working with and maintaining sensitive, confidential information.
  14. Excellent command of the English language including grammar, spelling, and punctuation.
  15. Must be fingerprinted and pass a background check. Must continue to meet the established standards.

 

PREFERRED QUALIFICATIONS

  1. Experience with Ultimate Kronos Group (UKG) Workforce Ready or Superion ONE Solution software (formerly SunGard/Bi-Tech) software or similar HRIS/Payroll program. 

DUTIES AND RESPONSIBILITIES
The position is responsible for the collection, preparation, data entry, verification, and organization of all payroll and benefits data as well as a variety of assignments in the University Enterprises, Inc. (UEI) payroll unit necessary to ensure accurate and timely processing of payroll. This position oversees the processing of final wage payments for all separations and explains UEI policies and procedures as they relate to payroll as well as Federal and State Labor Laws. This position develops reports from the Payroll/Human Resources Information System (HRIS) and the timekeeping system. The position also serves as a backup for the Payroll Technicians and Assistant Payroll Manager. The position reports directly to and receives general direction from the Payroll Manager.

The specific duties and responsibilities are as follows:

  1. Processes semi-monthly payroll for salaried employees, both exempt and non-exempt by gathering, organizing, and verifying payroll data including but not limited to current balance and use of accrued time off (e.g., vacation and sick leave); verifying timesheet data and balancing wages and hours.
  2. Verifies and audits automated time and attendance records to ensure they are completed accurately, and correct pay rates and codes are used; reviews hours worked under Federal and State labor laws, making corrections when necessary. 
  3. Oversees processing of final wages for all separations; coordinates approval of final timesheets with supervisors, confirms data on timesheets matches information provided on separation form, and reconciles timesheet batches; ensures the accuracy of all payments and handles distribution and mailing of final checks.
  4. Assists with verifying all Employee Action Authorizations (EAA) and new hire records entered in the payroll system by the Human Resources Technicians.
  5. Responsible for verifying and entering employee payroll deductions and contribution changes in the payroll system for insurance benefits and other deductions such as Deferred Compensation, CalPERS Retirement, and United Way.
  6. Serves as a resource for Managers, Supervisors, and Employees including Human Resources staff, Payroll Staff, and Sponsored Programs Administration (SPA) Staff for processing documents and transactions, creating reports, researching problems, answering inquiries regarding payroll transactions, creating user IDs, and changing passwords.
  7. Assists with preparing information required by auditors and the justice system, such as reports of time worked and wages paid, vacation and sick leave accrual records, and General Ledger postings. 
  8. Completes wage verifications and processes audit reports from the Employment Development Department.
  9. Answers phones and greets visitors providing general information on payroll policies and procedures, timesheets, check distribution, and related payroll functions or refers them to other staff as appropriate. 
  10. Assists with following up on timesheets needing electronic approval in the timekeeping system.
  11. Contacts employees to update direct deposit account information when errors occur. 
  12. Serves as backup for Payroll Technicians and Assistant Payroll Manager as needed. 
  13. Performs other job-related duties as assigned.

Note:  This position vacancy is with University Enterprises Inc., an auxiliary organization of California State University, Sacramento.  This is not a University position; the incumbent will be an employee of University Enterprises.
