Broad Scope and Function |
This position is open until filled with a priority review date of Friday, November 1, 2019. The Communications Manager is responsible for leading EdInsights’ communications, including its connections to state legislators and their staff, the executive branch, education entities (K-12 and higher education), and the media. The incumbent is responsible for developing and implementing all communications-related activities for our applied research and evaluation work strands, for the CSU Student Success Network, and the California Education Policy Fellowship Program. The incumbent will oversee the Center’s communications plan, as well as, a separate communications plan for the CSU Student Success Network. The incumbent will communicate EdInsights’ mission, vision, and core principles through a variety of methods such as publications, in-person meetings, briefings, blog posts, digital presence, and outreach. The incumbent will advise all staff on communications-related issues. The incumbent will coordinate participation of EdInsights staff at speaking engagements, legislative briefings, and other opportunities to serve as subject matter experts. The incumbent will ensure that all mailing lists are as robust as possible and continually updated. The incumbent will oversee the graphic design and web design work needed for all EdInsights’ project, initiatives, and deliverables; this could include retaining the services of consultants and contractors. |
Reporting Relationship |
The position reports directly to and receives direction from the Executive Director, EdInsights. The position supervises graduate and undergraduate student assistants and works with consultants/contractors/subcontractors that perform a variety of communications-related functions. The Communication Manager works iteratively with staff and others to ensure that written materials are framed appropriately for each audience. |
Conditions of Employment |
This is a full-time, exempt from overtime, benefited position with a defined contribution retirement plan through TIAA. (The position is not covered under the California Public Employees’ Retirement System.) Continued employment in this position is dependent upon funding and the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee, can, at any time, terminate the employment relationship at will, with or without cause. Program continuation is contingent upon funding. |

Minimum Qualifications |
1. Bachelor’s degree in Communications, English, or related field. 2. Demonstrated professional development or training in communications. 3. Demonstrated professional experience in communications, journalism, or a related field, preferably in a public education-related field. 4. Demonstrated experience in developing and executing detailed tactical communication plans. 5. Ability to excel in a collaborative organizational environment. 6. Must be committed to educational equity. 7. General knowledge of current issues related to public K-12 and/or public higher education in California. 8. Strong understanding of the role of communications to help to build and strengthen the brand and reach key stakeholders (media, influencers, customers, funder, government officials). 9. Demonstrated experience with framing research for different audiences and acutely aware of the need for the appropriate tone and frame for communications in this field. 10. Strong attention to detail and organizational and time management skills with the ability to meet deadlines and work well under pressure in an evolving work environment. 11. Ability to prepare staff for speaking engagements. 12. Ability to collaborate effectively. Ability to listen and respond effectively to diverse perspectives. 13. Demonstrated experience using word processing, spreadsheets, internet browsers, and email software such as the programs in the Microsoft Office Suite; experience using software related to communications tasks such as programs for managing mailing lists and projects, and preparing email campaigns. 14. Excellent oral, and written communication skills. Excellent command of the English language including grammar, spelling, and punctuation. Strong and versatile writing skills with proven experience in developing clear, concise, and compelling communications under time pressure. 15. Demonstrated experience communicating through various media such as blogs, newsletters, reports, policy briefs, and social media. 16. Demonstrated experience managing or supervising one or more staff members and working with contractors. 17. Demonstrated knowledge of the differences between advocacy-based communications versus research-based communications. 18. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards. |
Preferred Qualifications |
1. Master’s degree in Communications, social sciences, or related field. 2. Experience in non-profit communications, especially related to college readiness and success issues, and higher education reform. 3. Familiarity with the specific structure, context, relationships, and functions of California’s public school and higher education systems. 4. Broad understanding of key high school and postsecondary reforms underway nationally and in California, and of the politics of K-12 and higher education reform (broadly). |

Project Description |
The Education Insights Center (EdInsights) is an entirely self-supporting unit of the California State University, Sacramento. Established in 2001 as the Institute for Higher Education Leadership & Policy and renamed in 2015, EdInsights works to inform and improve policymaking and practice for K-12 education, community colleges, and public universities through three strands: policy research, program evaluation, and capacity building. EdInsights works through an equity lens with regard to identifying structures within systems and institutions that create inequitable opportunities and outcomes for students. The Center works collaboratively with many other organizations in the field and the staff believes in the power of both evidence and relationships to affect change. The Center’s location in the state capital provides ready access to policy makers and educators and a unique opportunity to participate in and influence public discourse on education policy and practice. EdInsights receives financial support from philanthropic foundations, the federal government (through competitive grants/contracts processes), postsecondary system offices and institutions, and non-profit organizations. The Center’s work has been used in legislative processes and cited widely in policy-oriented publications and the media. With regard to the three strands of work, EdInsights’ recent policy research projects include studies of issues related to the use of public education data in California and the need for a statewide longitudinal data system. The Center’s evaluations assess policies and practices that support cycles of continuous improvement and help people understand the effects of public and philanthropic investments on institutional change. Its capacity-building work features two statewide initiatives that require significant communications work: the CSU Student Success Network and the California Education Policy Fellowship Program. Running these programs requires that EdInsights develop, maintain, and adjust communications strategies and methods to be responsive and effective in building participation and engagement in networks within and across K-12 education, higher education, research, and policy. Given EdInsights’ organizational purposes and beliefs the people who work for us must be committed to educational equity and student learning and excel in a collaborative organizational environment. |
