University Enterprises, Inc. (UEI) at Sacramento State is seeking an Application Software Developer for the IT department.
The Information Technology (IT) department supports the technological and infrastructure needs of University Enterprises, Inc. In support of UEI’s mission and goals, IT provides data security, cost-effective access to technology, and assistance and advice in its use. As part of our high-level service, we administer end user technical support, server and operations management, IT governance and project management, network hardware and software support, financial system support, information security, strategic initiatives and planning, and computer training.
RATE OF PAY: $6,130 - $9,195 per month

CONDITIONS OF EMPLOYMENT: This is a full-time, exempt from overtime, benefited position, covered under the California Public Employees’ Retirement System. Continued employment in this position is dependent upon the mutual consent of University Enterprises, Inc. (UEI) and the employee, and either University Enterprises or the employee can, at any time, terminate the employment relationship at will, with or without cause.
Sacramento State requires all campus employees, including auxiliary employees, to be fully vaccinated, including a booster, against COVID-19 unless they have a qualifying exemption.
MINIMUM QUALIFICATIONS
1. Bachelor’s Degree in Computer Science, MIS or related area or equivalent combination of education, training, and/or work experience.
1. Demonstrated knowledge of user needs analysis and feasibility studies within the scope of application development.
2. A foundation of technical knowledge and skill in information systems such as hardware/software management and application development.
3. Demonstrated familiarity with relational databases and client-server concepts. Experience querying databases with tools such as SQL or MS Visual Basic and writing financial reports using vendor software and external reporting methods.
4. Demonstrated experience troubleshooting and resolving technical concerns as well as developing business software using industry development tools.
5. Demonstrated understanding of financial, accounting, human resources, and payroll systems including the principles, practices, methods of data processing, and information systems.
6. Experience developing and writing thorough process documentation.
7. Demonstrated ability to serve as information systems consultant on the development and adaptation of computer applications; analyze equipment and software packages and make cost effective acquisition recommendations; to use and ensure proper and efficient utilization of data processing equipment and software; train users in the use of equipment and software; and talk to and interview others to obtain or exchange information.
8. Excellent oral and written communication skills.
9. Must pass a background check, which may include fingerprinting. Must continue to meet the established standards.
PREFERRED QUALIFICATIONS
1. Demonstrated experience in HTML, XML, UNIX, VBScript and object-oriented development
environments such as Boomi.
2. Demonstrated experience with shell script programming and workflow concepts using a software-based workflow engine.
3. Demonstrated experience with CentralSquare ONESolution/Finance Enterprise (formerly Superion/SunGard/Bi-Tech) software and report writing tools such as Cognos or ONESolution CDD.
4. Ability to analyze and develop touchpoints between enterprise applications and ancillary applications, developing an understanding of web services, API’s, and other integration technologies.
5. Demonstrated experience with document management solutions.
6. Demonstrated administrative and troubleshooting experience with Cloud software products such as Adobe and Office 365.,
7. Demonstrated experience in project management with a thorough understanding of project
management tools while balancing multiple workload and responsibilities, establishing project
milestones and timelines, and coordinating project teams to ensure project deadlines are met.
8. Three years’ experience working with Microsoft SQL and related database analysis tools.
9. Experience working in enterprise systems in a higher education environment.
DUTIES AND RESPONSIBILITIES
The application developer provides software development support for enterprise applications such as ONESolution/Finance Enterprise system, HRIS management systems, and other ancillary systems as assigned. The position performs software requirements analysis, database application design, maintenance, and programming to deliver and support enterprise applications. Familiarity with data structures and business processes are essential to the position. The incumbent consults with clients to better understand their enterprise software needs and performs all software consultations and development functions with a keen understanding of information security and accessibility requirements. The developer partners with campus clients in running, growing, and transforming systems as directed by leadership. The position also requires expertise in the use of required new hardware, software, and tools required to achieve clients' software development needs.
Note that while many of the duties assigned to the incumbent are programming and analysis, there is still a significant technical and user consulting aspect to this position. Incumbent is required to research and understand Financial/HR/Payroll subject matter in multiple module areas. In addition, the incumbent will be required to create end-user documentation as well as other supporting documents. Further, the position is required to train and assist end-users with software and equipment usage. The position reports directly to and receives general direction from the Information Technology Manager. May lead and direct the work of others.
The specific duties and responsibilities are as follows:
1. Develops the design and integration of UEI applications while ensuring data security and optimal application performance using knowledge of development and query tools to ensure high quality and efficient software is designed, developed, and implemented.
2. Maintains application systems and proactively monitors for malware attacks and other system compromises.
3. Reviews, analyzes, evaluates, and recommends business systems, processes, based on user needs, crossing departmental boundaries as needed. Recommends modification to existing systems or formulates new systems and processes to support UEI’s overall business strategies and company policies.
4. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. Develops and conducts general and specialized user training on complex software processes.
5. Creates and leads project teams to develop integrated project plans, develop implementation schedules, and set or clarify project and departmental goals and objectives, as needed. Provides continuing project management direction and leadership to ensure completion of project tasks.
6. Works as the liaison with UEI’s external software/hardware vendors to create processes with tools such as workflow, automated scripts, security, and report writing tools. Responsible for troubleshooting problems, enhancing system software, and coordinating projects. Maintains relationships with campus community.
7. Ensures all protected data is kept confidential based on the principles of need-to-know and least privilege.
8. Provides Help Desk support to answer user inquiries regarding application software systems; researches and corrects system problems, and develops recommendations to improve information systems as appropriate.
9. Performs other job-related duties as assigned
