Job Description:
Information Technology Services (ITS) at the University at Albany is seeking applicants for a Manager of Application Operations and Development. This position oversees the consistent, reliable, and effective delivery of application operations, database management, and monitoring and alert management for ITS service areas. While the University's application portfolio is currently an enterprise-scale array of both on-premises and SaaS (Software as a Service) applications, our strategic direction calls for much greater SaaS adoption over the next few years. The Manager will play an integral role in transitioning the portfolio to this architecture, including the migration from PeopleSoft to cloud-based enterprise resource planning (ERP) systems.

She/He/They will lead, manage, and directly supervise several staff members in the Application Operations and Development group. This position has responsibility for the design, build, operation, and continuous improvement of assigned services.

Primary Responsibilities:

  • Lead and supervise the Application Operations and Development group, setting clear roles and expectations for operational and project activities; establish procedures, standards, and protocols to guide group activities.
    • Recruit, hire, train, and acclimate new staff.
    • Direct the work of staff within the group by managing resource demand from service owners and project managers.
    • Provide overall accountability for project management or coordination delegated to members of the group.
    • Ensure the group follows all University and ITS policies and procedures, including service management, work management, purchasing, and asset management.
    • Support the roles of group members serving on other service teams.
    • Mentor, teach, and coach staff members and peers.
    • Provide continuous evaluation and recommendations for self and staff development and training needs.
    • Ensure timely, accurate, and consistent flow of information in both directions between leadership and staff to increase morale, understanding, efficiency, process adoption, and overall organizational wellbeing.
  • Provide service ownership for assigned services.
    • Develop proficiency and an understanding of the ITIL service model.
    • Provide accountability for end-to-end delivery and serve as the point of contact and advocate/speaker/representative for assigned service(s).
    • Work with the Director to develop service strategy and design.
    • Provide accountability for inventory and budgetary planning. Develop future state plans and budgets to ensure that the service meets the needs of the University and proactively collaborate with Application and Infrastructure Services management, the CIO, and the Central Business Office to plan for funding for cyclic replacement and growth.
    • Ensure the service has up-to-date documentation, including operating level and service level agreements.
    • Ensure all service requests, incidents, project requests, and problems have been documented and efficiently addressed in accordance with ITS work management policies and procedures.
    • Manage critical incidents.
    • Work collaboratively with other ITS service owners and resource managers.

Additional Responsibilities:

  • Stay current with technology and industry trends; maintain expertise by following a professional development plan; translate this to application at University at Albany through education and communication within the group and across ITS.
  • Be available to provide scheduled support and consultation outside normal business hours, including occasional evenings, holidays, or weekends, within reasonable professional obligation and expectation.

Requirements:
Minimum Qualifications:

  • A Bachelor's degree from an accredited institution
  • Applicants must clearly address their ability to work with a culturally diverse population in their application or during the interview
  • At least (10) ten years of professional experience in the information technology field
  • At least (5) five years of supervisory experience, preferably in a technology environment
  • A broad range of programming, systems architecture, and analysis skills
  • Experience leading and directing information technology projects
  • A proven ability to develop and enforce processes and standards for work management and product delivery across a team

Additional Information:
Professional Rank and Salary Range: Supervising Programmer-Analyst, SL-5; $115,000-120,000
