PCS Employee/Labor Liaison
Salary Range: $5916.67 to $12733.33 Monthly

Responsibilities
Provide a full range of employee and labor relations services for UC Davis Health (UCDH) Patient Care Services (PCS) Division, including support relating to the Nurses (NX), Patient Care Technical (EX), and Health Care Professionals (HX) bargaining units. Interpret University and UCDH policies and collective bargaining agreements. Act as the UC Davis expert in nursing and patient care in a hospital environment, advising management on unique issues related to corrective actions, discipline, terminations and other personnel actions for patient care staff at all UC Davis locations. Conduct training, perform policy and legal research, develop multidimensional strategies for complex and critical employment problems unique to patient care professions taking into account legal and practical matters, and integrate the expertise of specialty resources as appropriate in order to develop comprehensive and balanced solutions. Serve as resource person for complex, multi-faceted, unique union notices and information requests relating to patient care. Conduct complex workplace investigations, as assigned. Represent UC Davis on system-wide management bargaining team for contract negotiations related to patient care services. Identify, develop and facilitate training modules for management and staff. Serve as a resource for employees regarding patient care employment-related questions and concerns.
Qualifications
REQUIRED
• Bachelor's degree in relevant field (Human Resources, Employee Relations, Law, Nursing, etc.) or an equivalent combination of education and experience.
• Extensive experience in Employee and Labor Relations in a large, unionized healthcare system, providing consultation to populations that include nurses.
• Extensive knowledge of nurse-related employment matters.
• Extensive knowledge of healthcare accreditation standards and regulatory requirements, including Joint Commission standards.
• Experience working with state and federal laws and regulations relating to employment, including: scope of bargaining, contract compliance, standards of unilateral changes, union notice requirements, and public sector labor union behavior.
• Experience analyzing complex problems or information in an objective manner and derive logical conclusions and use original and innovative approaches and techniques to solve difficult problems with multiple variables.
• Skills analyzing employee relations information and data to define problems and objectives, consider alternative options and consequences, and propose effective solutions.
• Experience using expository writing skills to produce clear, well organized, concise, analytical reports, procedures, and/or disciplinary memos as well as clear, concise, analytical, legally correct, motions, settlement agreements, and management positions.
• Experience maintaining a high degree of discretion, integrity, and sensitivity to confidentiality and privacy.
• Experience working effectively and sensitively with individuals from diverse cultural backgrounds and perspectives to build mutual respect, fairness, and equity.
PREFERRED
• JD, pending JD, or equivalent combination of education and experience.
• Experience working with Higher Education Employer-Employee Relations Act (HEERA) or other public sector labor laws.
• Knowledge and experience with Public Employment Relations Board (PERB) administrative procedures for unfair labor practice charges, unit modifications, and unit requests for recognition, including representing employer clients before PERB.
• Experience in labor arbitration advocacy or related field or activity, including preparing witnesses, examination and cross-examination, and opening, closing arguments and motions.
• Experience using Peoplesoft and other University applications.
• Knowledge of UCD Staff Personnel Policies (PSS & MSP) and existing University of California collective bargaining agreements.
