Under general direction, assists the County Clerk-Recorder in the planning, organizing, directing and managing of election activities in the Registrar of Voters division of the County Clerk's Office; assists in the development of departmental policies and procedures; serve as a liaison with County departments, state and local agencies, and the public; and act on behalf of the County Clerk-Recorder.

Overtime hours required for this position especially during election season.

 

EXAMPLE OF DUTIES

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.

  1. Develops and implements goals, objectives, policies and procedures associated with the functions of the Registrar of Voters division. Direct, oversee, and participate in the development of the department work plan.
  2. Ensures cyber security measures are developed and implemented regarding the security of the election processes.
  3. Plans, organizes and directs election activities.
  4. Directs, oversees and participates in the development of the Registrar of Voters work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
  5. Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; maintains discipline and high standards necessary for the efficient and professional operation of the department; implements discipline procedures as required.
  6. Organizes Election Information Maintenance System, i.e. master voter file, street index file, precinct district file, candidate filing system and office incumbent file; researches voter information, updates maps, and oversees registration processing.
  7. Assists in the interpretation of laws, rules, regulations and codes related to voter registration and the administration of elections; consults with County Counsel as necessary.
  8. Consults with vendors regarding proofing of ballots, sample books, and election applications.
  9. Oversees arrangement of polling places; sets up and implements security policies and procedures; secures specification and procurement of election materials; prepares related claims to State for reimbursement.
  10. Assists Registrar with public inquiries regarding application of Federal and State election laws.
  11. Oversees maintenance of campaign statements/conflict of interest reports for office holders, candidates and committees; issues, receives and verifies legal compliance of candidates' papers.
  12. Assists in administration of division's budget and maintains various financial records. Oversees the cost accounting and analysis to ensure County receives reimbursement for election services provided.
  13. Works with various jurisdictions in developing election schedules.
  14. Assists with staff training; provides technical assistance and advises staff, public, and other departments regarding statutes and department rules and procedures.
  15. Represents the department to outside agencies and organizations; participates in outside community and professional groups and committees; provides technical assistance as necessary.
  16. Researches and prepares technical and administrative reports; prepares written correspondence.

  1. Indexes and updates Master Street index.
  2. Proofreads various documents for department.

 

MINIMUM QUALIFICATIONS

 

MINIMUM QUALIFICATIONS: The following are the minimum qualifications for this position.  Possession of these qualifications does not ensure that an applicant will be interviewed.  Applications will be reviewed in comparison with all other applications received.

Knowledge of: Principles and practices of election management; principles and practices of leadership, motivation, team building and conflict resolution modern office procedures and methods; principles and practices of policy development, organizational analysis management;  training and personnel management; terminology of current statutes and/or regulations governing Federal, State, and County election laws; principles of budget preparation; election computer applications and database management.
 
Ability to: Interpret and implement new election procedures and laws; supervise the operation of the Registrar of Voter division including routine interpretation of appropriate laws and regulations related to voter registration and the conduct of elections; plan, organize, and direct the work of elections staff; train and evaluate subordinate personnel; pass legal and/or County requirements for deputization as a Deputy Registrar of Voters; troubleshoot computer related problems and develop effective solutions, read and interpret maps, assist in the organization and implementation of elections; establish and maintain effective working relations with other agencies, the general public, and County staff; communicate clearly and concisely, both orally and in writing; research and analyze legislation and other complex materials; type at a speed necessary for successful job performance. 
 
Education and Experience: These standards are typically attained with a Bachelor's degree in Business or Public Administration (or related field) and five years increasing responsible experience in elections administration or other form of program administration,  including lead or supervisory responsibilities in an environment with similar functions, or any combination of education and experience that provides equivalent knowledge, skills and abilities.

 

SPECIAL REQUIREMENTS

 

Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; hear and communicate orally; sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, filing, data entry, and/or use of calculators, ten-key adding machine, or other office equipment or supplies; ability to operate a motor vehicle.

License or Certificate: Must possess and maintain a valid Class C California Driver's License.
