The Assistant Director of Human Resources works under the direction of the Human Resources Director as a working manager and serves as the assistant department head. The Assistant Director is responsible for management of human resources operations, labor negotiations, employee relations, Civil Service classifications, salary determinations, performance evaluation, risk management, training, internal communications and related areas and may be called upon to represent the interests of the Human Resources Department in the absence of the Human Resources Director.
Essential duties include, but are not limited to:
- Assists in the overall direction and management of the Human Resources Department, including managing the administrative and fiscal operations of the Department.
- Assists in the establishment of overall objectives policy, procedures, projects, and coordination of various
- Human Resource programs that lead to the achievement of the Department’s Mission. Participates directly in the labor negotiation process.
- Confers with and provides professional assistance to County management on personnel matters.
- Participates in the development and administration of the Department budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement mid-year adjustments.
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
- Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
EDUCATION AND EXPERIENCE
A Bachelor's degree in public or business administration, human resources, industrial relations, or related discipline is required; a Master's degree in a related field is highly desirable and at least five years of progressively responsible experience in a public sector human resource environment, with a minimum of three years serving in a supervisor or managerial capacity; professional certification such as CCP, SPHR, PHR, SHRM-CP/SCP, IPMA-CP/ SCP is preferred.

- The successful candidate will engage a wide variety of stakeholders to create and implement a shared vision for the County’s future.
COMPENSATION AND BENEFITS
- Salary: $84,630 - $103, 680 Annually

- Holidays: Thirteen (13) paid holidays per year
- Paid Sick Leave: Twelve (12) days per year accrued
- Vacation: Eleven (11) days a year up to five years of service; fifteen days up to ten years; seventeen days up to fifteen years; twenty days thereafter
- Paid Administrative Leave: Thirteen (13) days of paid leave per year - Any unused leave may be converted as taxable compensation or converted to a Deferred Compensation Plan
- Deferred Compensation Program: Employees who are hired into the PERS 2% at 60 or the 2% at 62 retirement benefit formula who are enrolled in the County-sponsored Deferred Compensation Plan receive $25 per pay period deposited into their account Educational Incentive/Tuition Reimbursement Program
