The Stanislaus Council of Governments is an association of city and county governments created to address regional transportation issues. It is a federally designated Metropolitan Planning Organization (MPO), a state designated Regional Transportation Planning Agency (RTPA), and the Local Transportation Authority (LTA) for the Stanislaus region.
This is an exciting opportunity to be involved in the implementation of the brand new Measure L Transportation Ordinance and Expenditure Plan for the Stanislaus region. This measure raised the sales tax in Stanislaus County on April 1, 2017, by one‑half cent for 25 years to improve local streets and roads, improve connectivity and reduce congestion. In this position, you will have an active role to ensure that road, transit, bike and pedestrian improvement projects and programs approved by the voters are funded and delivered.
SENIOR TRANSPORTATION PLANNER
This position performs professional planning duties related to the planning, programming and funding of transportation projects in the Stanislaus Region; represents StanCOG at a variety of policy and planning development meetings with state and federal agencies, local jurisdictions, and the public; ensures that projects are completed within established timelines and budget parameters; provides complex technical planning and research expertise to assist management in analysis of regional policy issues; performs special projects as assigned and related work as required; provides direct supervision, training and guidance to subordinate programming staff. The starting salary and decision to offer the position level will be made at the end of the recruitment process based on these considerations.
THE IDEAL SENIOR TRANSPORTATION PLANNER CANDIDATE
The ideal candidate will have five (5) or more years of senior transportation planning experience with expertise in the federal and state programming process at a Metropolitan Planning Organization (MPO) level. Additionally, the candidate will have demonstrated experience in the development and management of the Federal Transportation Improvement Program, State Transportation Improvement Program, Regional Transportation Program, as well as, federal and state funding programs.
SENIOR PLANNER - TRANSIT
This position performs professional planning duties related to the development of transportation plans, programs and projects focused on transit services in the Stanislaus Region; represents StanCOG at a variety of policy and planning development and/or public outreach meetings; coordinates comparative studies and planning projects within established timelines and budget parameters; administers contracts; performs special projects as assigned and related work as required. The starting salary and decision to offer the position will be made at the end of the recruitment process based on these considerations.
THE IDEAL SENIOR PLANNER CANDIDATE
The ideal candidate will have five (5) or more years of senior planning experience in transit, including administering state and federal transit programs, meeting reporting requirements, working directly with Transit Agencies, and will have a thorough understanding of the Transportation Development Act and the American with Disabilities Act requirements.
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Education and Experience:
•A Bachelor's Degree from an accredited college or university with a major in regional, urban or transportation planning, community development, public policy or a related field; and five (5) years of public agency experience in urban, regional, transit or transportation planning; OR
•A Master's Degree from an accredited college or university in majors listed above and two (2) years of progressively responsible professional regional, urban or transportation planning and project management experience.
