THE POSITION
- The Controller plans, coordinates, directs, and manages the Finance and Accounting section within the Administrative Services Division. The duties below are typically performed by this position:
- Advises, confers with and reports to the Administrative Services Division Manager Oversees accounting, audits, grant administration, contracting services, and preparation of annual financial statements
- Develops and implements the budget
- Provides leadership, strategic planning and process development
- Performs financial studies/analysis and communicates results to District Executives and Board of Directors
- Ensures effective internal controls to safeguard District assets
THE IDEAL CANDIDATE
The ideal candidate is a communicative and collaborative leader with demonstrated success developing and managing fiscal services and systems. The candidate is an experienced user of and manager over contemporary enterprise financial management software. Excellent interpersonal skills, the ability to support and supervise staff, and facilitate process improvement are required.
The candidate must have the ability to prepare annual financial statements; develop and administer budgets and grants; select, train and evaluate direct reports; develop, implement, and monitor fiscal policies and procedures in compliance with local, state and federal law; adhere to Generally Accepted Accounting Principles (GAAP); establish and maintain effective working relationships with other District staff, Board members, and state and federal agency representatives; develop, prioritize and achieve program goals and objectives; and prepare, review and present reports and recommendations orally and in writing.
MINIMUM QUALIFICATIONS
Graduation from an accredited college with a Bachelor’s Degree in a field related to the work of the Finance and Accounting Section AND four years of experience in accounting and finance or any combination of training and/ or experience that provides the desired knowledge and abilities. CPA and/or MBA degree, two years of grant financial management, and supervisory experience preferred.
