Examples of Knowledge and Abilities
Knowledge of
· Federal, State and local laws and regulations relating to planning solid waste facility permitting and land use
· Principles, practices and techniques of solid waste facility and program planning
· Automated systems and applications including word processing, spreadsheets, and database applications
· Trends and statistics affecting solid waste facility and program planning
Ability to
· Collect, analyze, interpret, and evaluate data relating to planning for solid waste facilities program development
· Write logical, comprehensive and concise reports and correspondence including complex planning elements and plans
· Use a computer to prepare narrative and statistical reports, to enter, maintain, and extract information, to perform research, etc.
· Represent the County in dealings with other agencies and the public
· Establish and maintain effective working relationships with co-workers and the public
· Make effective presentations, both orally and in writing
· Read, write, and speak English at a level necessary for satisfactory job performance
Employment Qualifications
Minimum Qualifications
Either: 1. One year as a Solid Waste Planner 1.
Or: 2. Three years of full-time experience in solid waste facility and/or program planning activities,
And
A Bachelor's Degree or higher from an accredited four-year college or university in engineering, planning, industrial hygiene, environmental science, public administration, business administration, a physical or biological science, or in another field related to the intent of the class.
Or: 3. Five years of full-time experience in solid waste facility and/or program planning activities.
Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.
General Qualifications
Licenses:
A valid California Driver License, Class C or higher, is required prior to appointment. Failure to maintain a valid California Driver License, Class C or higher, constitutes cause for personnel action in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
