Senior Accountant
$73,005 - $93,177 annually, DOQ, plus excellent benefits

To plan, organize, supervise and perform professional accounting work to ensure regulatory compliance with governmental accounting standards; to prepare complex accounting, statistical and narrative reports and documentation related to a variety of financial transactions.
Required Qualifications:
Knowledge of:
- Accounting, auditing and budgeting principles and practices pertinent to utilities.
- Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles and financial reporting practices.
- Cost accounting, fund accounting, enterprise accounting and financial reporting principles and practices.
- Finance and cost distribution systems.
- Fiscal controls development and maintenance principles and practices.
- Contract administration principles and procedures.
- Basic data processing applications for accounting functions.
- Pertinent local, State and Federal laws, rules and regulations, especially related to accounting and auditing.
- Research and reporting techniques.
- Principles and practices of supervision, training and performance management.
- English usage, grammar, spelling and punctuation.
- Modern office equipment including word processing, database and spreadsheet applications.
- Principles and practices of customer service.
Ability to:
- Independently apply accounting principles to the maintenance and reporting of financial accounting transactions.
- Exercise high-level analytical skills in the analysis of financial data and accounting transactions, drawing sound conclusions and developing effective courses of action.
- Examine and verify complex journals, ledgers, financial documents and reports.
- Prepare and review financial statements, schedules and reports for accuracy and clarity.
- Prepare clear and concise written correspondence, reports and documentation.
- Establish and maintain a variety of files and records.
- Understand and carry out a variety of complex instructions in a responsible and independent manner.
- Interpret and apply principles, procedures, regulations and laws related to budget preparation, administration and reporting.
- Read and understand technical information.
- Query databases, compile data and develop technical and analytical reports using a variety of accounting-related software and systems.
- Use initiative, independent judgment and tact within general policy, procedural, legal and regulatory guidelines and requirements in identifying and completing assignments and deliverables.
- Organize and set priorities for self and staff for a variety of projects and work tasks and assignments in an effective and efficient manner to ensure deadlines and deliverables are met.
- Provide technical and functional supervision to accounting technical and clerical staff.
- Operate a computer using word processing, business software and other office equipment, including financial information systems.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
- Four years of progressively responsible professional public sector accounting experience including budgeting, preparation of financial reports and monitoring of funds similar to an Accountant with Placer County Water Agency.
Education:
- Equivalent to a Bachelor’s degree from an accredited college or university in Accounting, Finance, or related field.
