Lead, plan, organize and direct the activities of the Information Technology (IT) Division, providing technological support for a variety of business processes within the Agency and establishing strategies for meeting the Agency’s technology needs and ensuring data integrity; to coordinate IT Division activities with other divisions and departments; to collaborate and interact with departments, divisions and colleagues across the Agency to understand, interpret and advance Agency-wide strategic objectives and ensure alignment of departmental operational plans and execution from a technology perspective; and to provide highly complex staff assistance to the Director of Technical Services.

Required Knowledge of:

  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Principles and practices of supervision, training and personnel management.
  • Principles and practices of customer service.
  • Principles and practices of modern computer/information technology systems and solutions.
  • Methods and techniques of evaluation and analysis of software, hardware and application systems for integrity and utilization optimization.
  • Current trends and sources of information technology, including infrastructure, business and operations applications, web technology, IT life cycle management and system security.
  • NERC CIP requirements applicable to the Middle Fork Project’s SCADA operations and activities.
  • Pertinent cyber security technology and considerations applicable to Agency operations and activities.
  • NIST standards for IT systems risk minimization.
  • Principles and practices of advanced project management.
  • Principles and practices of system application development, maintenance and support.
  • Networking methods including radio and microwave communications.
  • Contract administration principles.
  • Pertinent local, State and Federal rules, regulations and laws.
  • Principles and practices of organizational analysis and management.
  • Budgeting procedures and techniques.

Required Ability to:

  • Understand the business needs of the Agency’s departments and develop goals and strategies to support those needs.
  • Take the initiative to establish strategies to utilize technology solutions to meet the Agency’s business needs and assist departments in optimizing business practices.
  • Analyze user needs and determine appropriate technology to support Agency-wide processes and operations.
  • Anticipate potential problems and develop plans to avoid, mitigate or overcome them; analyze situations, identify alternative actions and solutions, project consequences of proposed actions and implement recommendations in support of goals and objectives.
  • Establish and maintain effective working relationships; gain cooperation through discussion and persuasion; build trust in relationships and situations by exercising commitment to goals and objectives through open, honest and transparent interactions.
  • Exercise sound judgment in making decisions and assessing alternatives.
  • Analyze system performance and develop strategies to improve or optimize system operations.
  • Establish, implement and maintain system security.
  • Troubleshoot various information technology issues and identify appropriate solutions.
  • Plan, organize and implement system changes.
  • Negotiate and administer contracts effectively.
  • Read and understand complex materials and documents.
  • Interpret and apply Agency and department policies, procedures, rules and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Lead, coach, develop and evaluate personnel.
  • Organize and direct IT Division operations.

 

Experience and Education:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • Ten years of progressively responsible experience in computer and network operations, IT infrastructure, cyber security, data privacy, disaster recovery and business continuity, and project management, including at least five years of experience managing multiple IT functions and complex IT teams.

Education:

  • Equivalent to a Bachelor’s degree from an accredited college or university in a related field; a related Master’s degree is desirable.
