Summary Description |
To organize, participate and coordinate activities related to the marketing of Agency energy products and optimization of the sale of electric energy within physical and financial contractual obligations in the wholesale power market; to coordinate energy marketing, power trading and power scheduling/optimization activities with other divisions and departments; and to provide highly complex staff assistance to senior management.

Examples of Duties |
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Participate on an energy marketing, planning and management team to develop and update recommended seasonal and monthly water/energy dispatch plans to maximize revenue from the sale of energy, meet licensing requirements and meet consumptive water supply delivery obligations.
- Manage water storage, flows and generation for owned and/or managed assets based on operating plans, contract provisions and limitations, forecasts and hydrologic conditions.
- Analyze short- and long-term energy market trends.
- Develop and implement resource strategies in line with market conditions and constraints to maximize value and limit financial exposure
- Develop resource optimization models and participate in the development of an integrated resource plan.
- Participate in both advance and real-time dispatch decisions for Agency-owned electrical generation assets, assessing and recommending various trading, marketing and scheduling strategies.
- Interface with power system operations staff and the California Independent System Operator (CAISO) on regulatory and generation decisions.
- Develop and update daily and hourly dispatch plans for each generator consistent with the annual, monthly, weekly and daily water/energy plan.
- Perform economic analysis and energy price forecasting in collaboration with PCWA’s energy partners, including long-term and day-ahead forecasts.
- Prepare and submit day-ahead and real-time bids to the CAISO for energy, capacity and ancillary services.
- Conduct complex financial modeling of power revenues.
- Recommend operational changes to PCWA power system operations that may affect hydroelectric power generation to maximize power sales.
- Establish and maintain relationships with counter parties in the wholesale energy markets.
- Perform price discovery, follow trends of energy price movement and actively respond to changes in forward market pricing as part of on-going planning.
- Analyze and communicate bulk power and related market intelligence including variables that influence pricing.
- Respond to data requests from regulatory agencies pertaining to power sales.
- Record relevant information for completed energy, capacity and ancillary services transactions in established recordkeeping systems.
- Recommend forward positions for the sale of bulk power and negotiate and transact final agreements for authorized positions.
- Forecast hydrology and develop and maintain hydrologic models for applicable energy markets.
- Make presentations as appropriate to upper management and the PCWA/MFPFA Boards of Directors.
- Develop and administer wholesale energy market-related contracts and associated master agreements for all energy products produced by Agency-owned, operated, maintained or managed assets, as required.
- Develop, maintain and administer required CAISO agreements.
- Review, analyze and assess the impact of proposed policies, legislation, regulations and industry practices.
- Assist in the implementation of power sales-related goals and objectives.
- Prepare various reports related to all energy trading, marketing, scheduling and operations activities.
- Communicate current trading and scheduling plans and activities with appropriate Agency staff, stakeholders and energy partners.
- Establish and maintain relationships with industry counterparts, trade groups, regulatory agencies and legislative staff to promote and optimize the Agency’s interests with regards to asset operation, maintenance and management.
- Participate in budget preparation and administration.
- Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.

Working Conditions |
- Work is generally carried out in an office setting.
- Frequently sit at a desk and in meetings for long periods of time.

License or Certificate |
Possession and maintenance of a valid California driver’s license and acceptable driving record.

Experience and Education |
Experience: Three years of experience, with increasing responsibly, working in wholesale energy markets, preferably in RTO/ISO markets.
Education: Equivalent to a Bachelor’s degree from an accredited college or university in Mathematics, Economics, Engineering or a related field.
