City Research Scientist, Policy and Planning Unit

Job Description

The New York City Department of Sanitation (DSNY) is seeking a City Research Scientist II to join the Bureau of Recycling and Sustainability within the Policy and Planning Unit. Reporting directly to the Program Manager of Policy and Planning, with varying degrees of latitude for independent initiative, judgment and decision making; the successful candidate will perform professional, complex and responsible analytical work including, but not limited to:

  • Research waste management policies and programs across the US and internationally to identify best practices
    • Design pilot programs to test operations management of various waste streams
    • Coordinate waste composition research studies, including field operations potentially in outdoor environments
    • Organization, quantitative analysis, and reporting of the Bureau’s metrics related to recycling programs
    • Evaluate and integrate disparate datasets for analysis and reporting
    • Develop analytical queries and forms for data entry and reporting
    • Create maps and perform descriptive analyses in a Geographic Information System
    • Prepare comprehensive reports and presentation on the status of programs (including charts, graphs and tables), and the results of research studies.
    • Provide frequent updates and analyses of local, state, and federal waste management policies that may affect the Agency.
    • Support for other Bureau functions as needed. May require occasional evening or weekend work.

Minimum Qual Requirements

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Knowledge of and experience with:
• Python, SQL, PowerBI, ArcGIS, Salesforce, OracleDB, R Statistical Software
• Census Data, including the ACS
• Strong administrative, organizational, interpersonal, and writing skills.
• Proficiency in use of leading word-processing, spreadsheet, and database applications, including MS Office Suite, Word, Excel, Access, and PowerPoint.
• Research, project management, visualization and business intelligence skills and experience.
• Local, state, and federal legislative and policy development processes.
• Sustainable waste management.
• NYC neighborhood, geographic, and demographic datasets familiarity (GBAT, MapPluto)
• Possession of a New York State Motor Vehicle Driver’s License.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
