Job Summary

The Minnesota Board of Behavioral Health and Therapy (BBHT or Board) is a state-wide executive branch agency dedicated to protecting the health and safety of the citizens of and the visitors to the State of Minnesota by regulating the practices of licensed alcohol and drug counselors (LADCs), licensed professional counselors (LPCs), and licensed professional clinical counselors (LPCCs).
The Executive Director (ED) serves as the chief executive officer for the BBHT by providing senior leadership, management, and guidance to the agency to ensure the agency carries out its critical public safety legislative mandate to “protect the public through effective licensure and enforcement of the statutes and rules governing its licensees to ensure a standard of competent and ethical practice.”
The ED oversees all administrative, budgetary, statutory, and program functions of the Board. The ED guides all the Board's regulatory processes in accordance with Minnesota statutes, administrative rules, and Board directives. The Executive Director directs all daily operations of the Board, including financial management, staff supervision, program management, licensure and renewal processes, continuing education requirements, and complaint and disciplinary processes. The Executive Director is the Board's liaison and spokesperson to local, state, and national organizations, members of professional associations, the Governor, Minnesota legislators, citizens of Minnesota, and the media.
Qualifications
Minimum Qualifications
- Bachelor’s degree or higher in law, public administration, public health, public policy, human services, or a behavioral health-related degree and five years of relevant professional experience in public administration, occupational or health regulation, management, public policy, law, or a closely related area. Graduate degree in law, public administration, public health, public policy, human services, or a behavioral health-related degree may substitute for two (2) years of experience.
- Demonstrated knowledge of the principles and practices of public policy and legislation development.
- Experience in fiscal and asset management, including development of budgets.
- Leadership skills to effectively manage Board's finances, staff, programs, and operations.
- Human relations skills sufficient to establish and maintain positive working relationships with diverse interest groups with varied goals.
- Ability to analyze data and circumstances and make appropriate independent decisions.
- Problem-solving skills sufficient to make effective use of limited resources to meet the mandates of the Board, legislature, and the judicial system.
- Excellent written, interpersonal, and communication skills sufficient to prepare effective documents, make presentations, draft policies, letters, and memoranda, negotiate resolution to sensitive situations, and build consensus.
- Organizational skills and the ability to manage multiple and changing priorities within required timelines.
- Skills in using Microsoft Office products such as Word, PowerPoint, and Excel.
Preferred Qualifications
- In-depth knowledge of the laws and rules for licensure and regulation of counselors in Minnesota. This includes knowledge of the counselor practice acts, counseling standards of practice and scopes of practice, education and other requirements for licensure, investigation procedures, forms of corrective or disciplinary action, reporting requirements, and monitoring compliance with Board actions. If experience is not related to counselor regulation in Minnesota, then regulatory experience, especially executive administrative regulatory experience applying statutes, rules or policies, or similar activities for occupational licensure or similar regulated professionals.
- Experience providing lead work, management, or supervision of employees.
- Knowledge of existing legislation and regulations affecting Board activities and programs.
- Understanding of procedural and political legislative processees sufficient to recommend new legislative requirements, to testify to legislative committees, and to respond to requests from legislators.
- Knowledge of and experience with rulemaking process in Minnesota and the Minnesota Administrative Procedure Act.
- Ability to find creative solutions to a diverse range of situations.
- Ability to use a regulatory database to generate reports to respond to stakeholders.
- Experience with ALIMS database currently used by BBHT.
