Definition
Under administrative direction of the Board of Directors (Board); plans, organizes, coordinates and directs the work of El Dorado County Transit Authority (El Dorado Transit). Supervises in the planning and implementation of transit services; performs related work as assigned
Supervision Received and Exercised
Receives administrative direction from the Board. Exercises direct supervision over technical, and/or administrative managerial and support staff.
Class Characteristics
This is an executive classification which oversees, directs and participates in El Dorado Transit’s major transit operations including financial activities, procurement, contract negotiations, and employee relations. Successful performance of the work requires an extensive professional background as well as skill in coordinating transit operations with those of other El Dorado County agencies, departments and public services.

- Leads and coordinates the transit system of El Dorado County Transit Authority and responsible to the Board for proper administration of all agency affairs.
- Appoints, assigns, directs, supervises and is subject to the personnel rules adopted by the Board, disciplines or removes El Dorado Transit employees.
- Supervises and directs the preparation of the annual operating and capital improvement budgets for the Board and be responsible for their administration after adoption by the Board.
- Formulates and presents to the Board plans for transit facilities and/or services within El Dorado Transit and the means to finance them.
- Supervises the planning, acquisition, construction, maintenance, and operation of the transit facilities and/or services of El Dorado Transit.
- Attends all meetings of the Board and acts or delegates a transit staff member as the secretary to the Board.
- Establishes and maintains fare collection and deposit services, and transfers such collected fare revenue to the designated accounts held El Dorado Transit.
- Organizes and operates an ongoing transit marketing programs, including free-ride events and other special promotions selected by the Director of the Board.
- Participates in El Dorado Transit Board of Director meetings; prepares and presents various fiscal operations performance related reports.
- Executes transfers within major budget units, as long as the total expenditures of each major budget unit remain unchanged.
- Purchases or leases items, fixed assets or services within the level authorized by the Board.
- Leases buses, vans, and other transit vehicles on an “as needed” basis from public or private organizations when deemed necessary to assure continued reliability of service.
- Performs such other duties as the Board may require in carrying out the policies and directives of the Board.
Qualifications
Knowledge of:
- Administrative principles and methods, including goal setting, program development and implementation, and employee supervision.
- Theories, principles, and practices of transit service provisions.
- Methods, procedures and materials used in transit service operations, maintenance and marketing.
- Legal guidelines for transit operation activities.
- Principles and practices of contract administration and project management and evaluation.
- Principles and practices of budget development and administration.
Ability to:
- Manage and direct transit planning and operations program.
- Recommend comprehensive transit programs based on community needs, available resources and county priorities and policies.
- Plan, organize, direct, and coordinate a variety of functional specialties with overlapping work areas.
- Select, motivate, and evaluate staff and provide for their training and professional development.
- Analyze complex technical and administrative problems, evaluating alternative solutions and recommend or adopt effective courses of action.
- Develop and implement goal, objectives, policies, procedures, work standards and internal controls.
- Prepare clear and concise reports, correspondence and other written materials.
- Exercise sound independent judgement within general policy guidelines.
- Establish and maintain effective working relationships with a variety of citizens, citizen groups, boards and commissions, staff and governmental organizations.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor’s degree from an accredited four-year college or university with major course work in business or public administration, transportation planning or administration with related field and five (5) years of increasingly responsible experience in public transit transportation planning, operations or administrative work.
Licenses and Certifications:
- Possession of, and ability to maintain, a valid California Driver’s License and a safe driving record throughout employment.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Reasonable accommodations will be made for individuals on a case-by-case basis.
Environmental Conditions
Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
