Job Title: Senior Project Manager – GIS

Location: Elk Grove, CA

Job Type: Full-time

We have an immediate need for a Senior GIS Project Manager with a minimum of eight (8) years of experience in Geographic Information Systems (GIS) and Information Technology (IT) within the last ten years, with six (6) years of experience in managing GIS projects within the last ten years, and five (5) years of experience working with natural gas utilities. Candidates must be willing to travel/relocate to client sites in California.


Mandatory Skills/Qualifications:

  • PMI Certified Project Management Professional
  • Experience in Agile and Waterfall Project Management Methodologies
  • Bachelor's Degree in Computer Science, Engineering or equivalent


Required Skills and Experience

In order to successfully meet the requirements of this project, the candidate must demonstrate proficiency with the following technologies, possessing hands-on experience with all of the following:


Natural Gas Domain Experience:

  • Data analytics using GIS in DIMP and TIMP Projects, Leak Survey, Medium and High Pressure Asset Management and Maintenance, Customer Information Management Systems, Mapping Standards for Gas Utility’s Enterprise GIS, Safety, Regulatory and Compliance Reporting using GIS, Enterprise Portal Applications including but not limited to Emergency Operation Center applications, OSI PI real time data visualization, MCR odor call analysis, and Storage applications


Technical Skills:

  • ESRI Software including ArcGIS Pro, ArcGIS Server, ArcSDE, ArcGIS Desktop, Workflow Manager, Data Reviewer
  • Scripting Tools such as ArcPy
  • Schneider Electric Products such as ArcFM (Gas)
  • Experience in designing and developing EGIS solutions based on ESRI Technology; involving architecting solutions for Spatial Data Management and Administration, Application performance, Security, GIS Interfaces for Integration with Legacy Systems, Hardware Sizing and Networking requirements
  • Hands on experience in Relational Databases and Tools including Oracle, SQL Server, MS Access
  • Ability to write SQL queries including Geospatial queries using ST_Geometry
  • Experience in other GIS Technologies such as AutoCAD Map / MapInfo Professional, etc.
  • Multi-platform experience in Operating Systems including Windows 10, Windows Server 2000, RH Linux, Sun Solaris 8, Virtual Desktop Infrastructure Technologies including Citrix, VMWare

  • Manage the Design, Development and Implementation of Geographic Information Systems (GIS)
  • Manage a diverse GIS project portfolio including various Utilities such as Gas & Telecom and Urban Governance Agencies such as City and Municipal Authorities; guiding GIS project decisions regarding technical approach, cost implications, and project scheduling
  • Lead the project delivery on GIS related projects through coordination with the various stakeholders involved by maintaining active senior level leadership in GIS project delivery
  • Identify potential GIS Business Development opportunities; Engage in business development and take responsibility for GIS project execution, and oversight of GIS team members, sub-contractors, and consultants to ensure the highest quality of work is provided to our clients
  • Research on data analytics using Big Data in GIS and evaluate Environmental Data Modelling solutions integrated with GIS
  • Manage the planning and coordination of activities to ensure Organizational Goals & Objectives are met within time frame & budget
  • Show proven client management, organization, and communication skills
  • Manage GIS staff, oversee and manage complex GIS projects
  • Assist in developing and maintaining client relationships, as well as strategic pursuit of planning, stakeholder outreach, proposal development and GIS project management execution for project delivery
  • Maintain a strong foundation of technical knowledge and develop knowledge of internal and external GIS technical resources
  • Recruit and attract GIS Professionals and serve as technical and career mentor in GIS to existing and future GIS staff
  • Manage the preparation & analysis of reports on application results; Develop GIS Tools and Techniques for Analysis and Reports
  • Manage the development and implementation of GIS application software projects by managing Professional GIS Analysts and GIS Engineers & their Support staff
  • Manage client and key stakeholder requirements including business analysis & system requirements studies
  • Manage the development of GIS project schedule and work plans detailing specific duties, responsibilities & procedures for implementing plans
  • Manage the review of new GIS project proposals to review time Frame, funding, implementing procedures and GIS staffing requirements
  • Perform Business Analysis and elicitation of business requirements, spatial data analysis and modelling using ESRI GIS and ArcFM technologies
