Job Description and Duties
Under the general direction of the Chief Financial Officer, the Deputy Director, Accounting and Accounting Systems Operations is responsible for policy development for the full range of accounting activities in the Financial Management Division (FMD) related to accounts receivable, cash receipts, reconciliation, accounts payable, payroll, travel, general ledger, etc. The incumbent serves as the technical expert and makes policy decisions involving the development of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and other accounting standards; provides direction over automated accounting systems and resolution activities involving payment problems related to Covered California Small Businesses, accounting and premium reconciliations for Covered California. Duties may include access to information systems containing protected enrollee information, including fexeral income tax information, protected health information and personally identifying information.

Special Requirements
Background Check: All applicants shall be subject to a pre-employment background investigation. The investigation will consist of completion of a pre-employment questionnaire, fingerprinting, and an inquiry to the Department of Justice to disclose criminal records.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
· BA/BS Degree in Accounting or closely related field
· Certified Public Accountant (CPA)
· Knowledge of accounting principles and procedures
· Ability to perform well under pressure while working in a fast-paced environment.
· Demonstrated ability to deal effectively with a variety of individuals and organizations, and other state and local governments
The Statement of Qualifications (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills meet the minimum and desirable qualifications and qualify them for the position. The SOQ serves as a documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ must specifically address the desirable qualifications listed below. When responding to these items, applicants must follow these guidelines:
· The SOQ should be numbered in the same order and should address the five statements below.
· The SOQ should be typed in 12 point font, single-spaced, on letter sized paper (8.5" x 11"), and limited to one page per item, no more than five pages in length.
· Identify each page with his/her full name.
· Responses should be complete, specific, clear, concise, and include examples.
· Resumes will not be considered a substitute for the SOQ.

1. Describe your experience preparing full accrual basis of accounting financial statements that comply with generally accepted accounting principles.
2. Describe your experience implementing an Enterprise Resource Planning system (such as FI$Cal), which integrates budgeting, accounting, and procurement processes.
3. Describe your leadership skills and provide examples of your ability to facilitate solutions to complex accounting problems.
4. Provide examples of your ability to think strategically including identifying areas of improvement and implementing effective solutions.
5. Describe your experience in representing policy-making within California State Government.
