COMPENSATION-BENEFITS-STATUS
Calaveras County offers a competitive compensation and benefits program. The annual salary for this position is $151,717 with a 2% increase effective January, 2019. In addition, the County provides the following benefits:
- Classic CalPERS retirement for current members or members with reciprocity at 2% @ 55. New CalPERS members will participate with a formula of 2% at 62.
- Deferred Compensation Plan (457b) - Option tax-deferred income plan includes a County matching contribution of up to $25 a month.
- Accrued vacation at 80 hours per year for service up to 3 years. Accrual rate increases based on service.
- 13 Paid holidays per year.
- 12 days of sick leave accrual with unlimited accumulation.
- 40 hours of Management Time Off (MTO)
- Section 125 Benefit Plan with medical and dependent care flex spending, alternate insurance (heart & stroke, cancer, accident, accidental life insurance, hospital, and critical illness.
- Life/AD&D Insurance—$50,000 term life policy.

POSITION SUMMARY
The County is seeking a professional Director of Public Works with exceptional leadership, communication, and interpersonal skills as well as outstanding analytical, technical and problem solving abilities.
The Director of Public Works is a highly visible position with significant public interaction and will be expected to foster a work environment that places a high value on serving the public and other customers.
Calaveras County is in a state of recovery and growth. The Director of Public Works will play a role in the day-to-day operations and will face the following additional opportunities:
- Butte Fire Recovery: Declared both a State and Federal disaster. Collaboration and compliance with Cal-OES and FEMA for FMAG/HMGP grant funding documentation requirements and processes needed to hire consultants, specialists and contractors.
- Tree Mortality: Task force established to launch tree removal and disposal efforts of dead or dying trees. Cal Fire declared that over 600,000 trees have died on private and public lands in the County as a result of extreme drought and bark beetle infestations.
- Winter Storm Damage: Declared a local state of emergency due to extreme winter events from January 2017 to February 2017.
MINIMUM QUALIFICATIONS
THE IDEAL CANDIDATE:
The Director of Public Works must be a credible leader who will work to ensure the Department’s operations and priorities are met and be focused on achieving results effectively and efficiently.
The successful candidate will coach and inspire staff to achieve established performance requirements as well as the goals and objectives of the Department. In addition to an approachable, positive, and confident management style, the successful candidate will be a progressive “hands on” leader who will establish a sense of team and mutual respect, accountability and recognition for organizational accomplishments.
Our ideal candidate will have:
- Five or more years of professional and increasingly responsible public works experience in a city, county or other public sector employment.
- Two of the required years must have been in a supervisory or management role.
- Equivalent to a Bachelor’s degree in business administration, public administration, civil engineering, or related field.
- Registration as a Licensed Civil Engineer.
- Rural county or city experience is highly desirable.
- Strong public service ethic

THE DEPARTMENT
The Public Works Department is responsible for most of the major infrastructure in the county. There are 63 full time regular staff positions supplemented by extra-hire labor for snow plowing, road maintenance, and technical projects. The department’s responsibilities consists of:
- Roads and Bridges: 690 miles of roadway and 69 bridges served by four maintenance yards spread geographically throughout the county.
- Equipment Services Center: Management of fleet and maintenance for 200 department vehicles.
- Office of the Surveyor: Maintenance records of land surveys and map of the lands within the County.
- Engineering: Capital projects, traffic engineering and other engineering services., and review of all private development applications.
Candidates should have a working knowledge of these service delivery areas, as well as development agreements, mitigation fees, and project management and delivery.
COUNTY GOVERNMENT
The County of Calaveras is a General Law County governed by a five member Board of Supervisors. The Board is elected by district, with alternating four-year terms in even numbered years. The anticipated FY 18-19 all funds budget is over $169M, with $30M representing Public Works. Calaveras County has approximately 633 allocated positions.
