Assistant City Clerk and Planning Manager
Assistant City Clerk: $5,943.74 - $7,631.10 per month

Under general direction, provides highly responsible and complex administrative support to the City Clerk for the management and coordination of the activities and services of the Office of the City Clerk; assists the City Clerk in developing organizational priorities and long-range goals; assists in fulfilling all legal requirements in administering elections; performs other statutory and assigned duties as required; exercises direct and indirect supervision of all staff of the department; performs other duties as assigned. This classification is designated only to the City Clerk's office.
Principal Duties:
- Supervises the daily activities of the Office of the City Clerk; plans, organizes, directs, reviews, and evaluates the work of staff; sets work priorities; coordinates and schedules assignments.
- Attends City Council and other legislative and advisory body meetings and records all official proceedings; ensures adherence to established meeting procedures and rules.
- Assists the City Clerk in the planning and conduct of municipal elections; interprets provisions of the Election Code and assures municipal elections are conducted lawfully; advises the City Clerk on the standards of campaign disclosure reporting established by the Political Reform Act.
- Monitors and evaluates the efficiency and effectiveness of work standards, assignments, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the City Clerk.
- Participates in the development and administration of the departmental budget; forecasts additional funds needed for staffing, equipment, materials, and supplies; monitors expenditures and changes throughout the year.
- Researches, compiles, and analyzes a wide variety of data; conducts research and analysis involving legislative and archival records for City employees and outside agencies, compile statistics.;
- Independently initiates and/or directs the preparation of a variety of written material, including correspondence, special reports, policies and procedures, and handbooks.
- Assists staff, other departments, elected officials, and others to ensure Federal, State, and Local laws and regulations and City policies and procedures as they relate to the operations of the City Clerk's Office.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the department.
- Assists the City Clerk in hiring, evaluating, and training department personnel; recommends discipline when needed.
- Assists in monitoring and maintaining current knowledge of developments related to City Clerk matters; assists in evaluating their impact upon City operations and makes recommendations to the City Clerk.
- Performs related duties as assigned.
Planning Manager: $8,037.10 - $10,318.68 per month

Under direction, provides advanced management direction to professional planning staff; plans and coordinates complex professional work on difficult current and/or advanced planning projects; performs related work as assigned.
Principal Duties:
- Manages the activities of a subsection within the Planning Division; assigns, trains, directs and evaluates the work of subordinates, including supervisory staff; selects staff as needed; performs disciplinary action when appropriate.
- Oversees and coordinates research, administrative and technical activities necessary to achieve planning project objectives and to maintain departmental information programs.
- Checks and analyzes information such as population and economic growth estimates, demographic, housing and land use data.
- Directs the utilization of computers and software programs for various technical projects and studies; develops plans and recommends changes in policies and procedures.
- Evaluates information related to the application process and recommends approval, disapproval, or alternative approaches.
- Coordinates and performs evaluations and analyses pertaining to the elements of the comprehensive General Plan, area plans, environmental impact reports, implementation, redevelopment and capital improvement plans, programs and related municipal ordinances and policies.
- Prepares reports and recommendations and state and federal applications and documents; confers with personnel from other departments and agencies in coordinating assigned work; meets with representatives of community organizations and other groups to encourage cooperative action or to resolve problems.
- Makes oral presentations before commissions, committees, community groups and boards of other governmental agencies.
- Makes special investigations of a technical nature regarding planning projects; reports conclusions and recommendations in technical report form, or in form for publication.
- Directs the preparation and design of maps, charts, models, sketches and other graphic presentations; prepares reports, presentations, correspondence and other written materials.
