The City of Redding Electric Utility (REU) is seeking a highly qualified individual to perform a variety of technical support functions within the Electric Utility related to development, implementation, integration, and automation of technology systems used by the Electric Department personnel.
The ideal candidate has experience with end to end systems deployment and operations of Electric Utility (or similar) control systems. The ideal candidate will also have a thorough understanding of all components involved in Electric Utility operations; including but not limited to remote site sensors and metering, advanced metering infrastructure, communications equipment and protocols (both TDM and IP), server and workstation support, programming and scripting, firm understanding of components of Supervisory Control and Data Acquisition (SCADA), Customer Information System support (CIS). Experience with Open Systems International Monarch SCADA and Spectre outage management and distribution management systems or equal, and/or Vertex CIS is highly desirable. Relevant experience in control systems design, implementation, and operations is also highly desirable.
- Examples of Duties
Develop, implement, administer, maintain, and support technical systems used by power operations division personnel, including energy accounting software, supervisory control and data acquisition systems, and inter-control center protocol communications; as assigned, lead or participate as a team member on power operations capital projects. This includes, but is not limited to, writing bid specs, writing service contracts, obtain necessary regulatory approvals, procuring materials, testing and commissioning of project, overseeing financial tracking of project, ensuring system documentation is updated, and training of system personnel on changes as applicable; administer contracts for electric utility projects or programs; coordinate bidding process including evaluation and award; ensure where possible projects or programs are built on schedule and as per contract requirements; inspect and ensure projects or programs are being built according to contract and in a safe manner; and ensure good public relations are maintained throughout projects.
Duties when assigned to the Supervisory Control and Data Acquisition (SCADA) system:
a) Enhance and maintain computer software and hardware; and design, document, code, test and implement new application programs or enhancements to existing applications programs. Prepare documentation and train personnel in the proper use of programs and equipment.
b) Design and specify SCADA system modifications; and prepare purchase requisitions related to SCADA.
c) Direct activities of contractors and consultants related to SCADA projects and activities.
d) Maintain and update the SCADA system including computer files, historical data systems and system documentation; and investigate and correct defects in the SCADA system.
e) Troubleshoot problems with the SCADA system and maintain it in good working order.
Coordinate, schedule, and manage all work associated with the implementation, operation, and maintenance of the energy accounting system. Design, document, code, test, and implement new application programs or enhancements to existing applications programs. Prepare documentation and train personnel in the proper use of programs and equipment; coordinate, schedule, and manage all work associated with the implementation, operation, and maintenance of the customer information system. Design, document, code, test and implement new application programs or enhancements to existing applications programs. - Typical Qualifications
Knowledge in one or more of the following areas may be qualifying: engineering principles; electric utility operating, testing, or maintenance practices; Supervisory Control and Data Acquisition (SCADA), energy accounting, distribution control systems, cyber security and secure IP routing; data communication systems administration and support. Advanced proficiency in SQL database management, modern programming languages and scripting is highly desirable.Ability to: Interact effectively with various REU work teams, contractors, and with the public; demonstrate good oral and written communication skills; evaluate and implement government regulations and industry standards; troubleshoot a variety of technical problems; and design, automate, and integrate advanced operation or analysis programs.Education & Experience: Typical education would include a Bachelor's Degree in an engineering, computer science or information technology discipline from an accredited college, university, or equivalent. Documented completion of a state recognized course of instruction for attaining specialized knowledge and skills providing the required knowledge, skills, and abilities is qualifying. Typical experience would include five years in any field offering relevant experience. Experience within the electric utility industry is preferred.Special Requirements: Possession of the appropriate valid California driver's license or the ability to acquire one within ten days of appointment.
