The City of Rancho Cordova is looking for an energetic and results driven engineer to manage programs including Traffic Engineering, Traffic Operations, Bicycle and Pedestrian Enhancements and Transit. Knowledge of Infrastructure Finance and Development Services is also highly desired. Demonstrated experience in one or more of these fields with a strong knowledge of municipal engineering is highly desired.

POSITION SUMMARY
To plan, organize, review, and supervise the work of assigned personnel engaged in the performance of professional engineering duties including the design, surveying and testing of materials and construction projects, including, roads, bicycle and pedestrian ways, drainage, bridges, traffic and intelligent transportation systems, and other related works; to conduct complex engineering planning studies; to coordinate development services including collaborating with development partners, review of complex applications including specific plans and preparation of conditions of approval; to perform a variety of complex and difficult engineering tasks relative to assigned area of responsibility; to provide administrative support to assigned manager; and to perform related duties as assigned in the Public Works Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties may include, but are not limited to, the following:
- Performs the most complex professional civil engineering work by exercising a high degree of initiative, technical proficiency, and judgment in functioning either as a project/resident engineer or acting in a staff engineering capacity for a specific program or function;
- Developing, planning, and estimating work orders for the construction of public works projects; inspecting project sites, assisting in the solution of difficult problems; interpreting specifications and City policy; making change orders; checking computations and specified materials for accuracy and conformance with regulations;
- Reviewing and making recommendations on technical reports and studies; initiating and conducting engineering planning studies to identify public works facilities; reviewing and participating in the preparation of environmental assessments and studies; preparing periodic project status reports; and checking improvement plans for compliance with City standards and ordinances.
- Performs contract management by negotiating, preparing, participating in the selection of consultant engineers for the development of plans and specifications, studies and reports; reviews plans for construction prepared by private engineers; participating in the selection of and management of consultant contracts and contractors.
- Directs, plans and coordinates a program or division budget and performs grant administration by assisting with the development and administration of the annual and program or division budget, monitoring and approving expenditures, forecasting of additional funds needed for staffing, consulting projects, equipment, materials, and supplies and implementing mid-year adjustments; assisting in administering the Capital Improvement Program for Public Works infrastructure; and preparing various applications for State and Federal grants.
- Supervises professional and technical personnel on a team or project basis by providing direction, oversight and guidance to staff and selecting, training, motivating and evaluating division personnel and working with employees to develop skills and correct deficiencies.
- Prepares complex and difficult staff reports and correspondence by presenting a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in public works matters and other related projects.
- Facilitates communication building consensus and resolving conflicts on projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain policies, procedures, proposed development, proposed regulations and policies, and code enforcement; and developing and conducting demonstration projects, workshops and other training events.
- Demonstrates political acumen by representing the city professionally at all times, dealing positively with controversial issues, facilitating community participatory decision making to resolution, and gaining cooperation through discussion and persuasion; exercising initiative and independent, astute judgment in sensitive situations; interviewing, investigating, problem solving and negotiating effectively. Reviews and monitors the activities of private developers to minimize potential areas of conflict.
- Responds to public inquiries and complaints and answers complex engineering questions related to City projects and functions by researching, interpreting and explaining complex laws, policies and regulations.
- Maintains internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; coordinating with departments and outside agencies; acting as liaison to departments.
- Maintains integrity of work by taking responsibility and accountability for completion of work and customer interactions and maintaining punctuality and attendance at work.
- Contributes to team effort by accomplishing related results as needed.
- Represents the Public Works Department and/or City by serving as staff to a variety of City commissions, boards, and committees on public works engineering matters; coordinating engineering related activities with other City departments, divisions, and sections and with outside agencies.
- May perform other work as assigned.
EXPERIENCE:
Three (3) years of experience comparable to that of an Associate Civil Engineer at the City of Rancho Cordova including some supervisory experience. A Masters Degree in civil engineering may be substituted for one (1) year of experience.
