POSITION OBJECTIVE
The director of parking and transportation operations is responsible for oversight of the CWRU portfolio of parking garages, shuttle systems and surface parking lots to ensure safe, efficient, and cost-effective services for visitors, employees, and students. This involves approximately 7,000 parking spaces including 6 parking structures, 20 shuttles and approaching $10 million in annual revenue and/or budgets. This position is also responsible for the oversight of special event parking and transportation as well as directing associated enforcement activity. Cultivating a professional, diverse, and customer-focused team, this position delivers an efficient parking operation for daily and monthly parking related activities, including major events held at the Maltz Performing Arts Center, Severance Hall, Athletic Events and other major programs. The director will also bear responsibility for ensuring that customer satisfaction is maximized by fostering a work environment that values and promotes diversity, integrity, collegiality and collaboration in order to maintain the highest level of service and initiatives that are aligned with best practices within the higher education parking and transportation industry.
ESSENTIAL FUNCTIONS
- Responsible for the direction of the university’s parking program which includes: lot allocations, special event parking needs (including Severance Center) and enforcement. Reviews procedures and maintains an efficient, professional, outstanding customer service team that is adaptable to changes as the university demands increase. (10%)
- Responsible for the oversight of several key operational components of the university’s parking and transportation programs including facility maintenance, parking enforcement and shuttle bus operations. Manage day to day operations of all parking garages and surface lots, including traffic control and parking; manage and monitor parking systems on a daily basis, maintenance of equipment and inventory, and parking enforcement programs; plan, train, and direct the activities of contractors; and perform basic maintenance troubleshooting and service scheduling for vehicles. Remain current on changes in technology and provide expertise related to the application of new technology in the parking and transportation sectors. (10%)
- Utilize systems designed to document and track resolution of all customer complaints and maintenance service calls Gather, review and verify the timely and accurate completion of daily reports as they relate to parking operations. Ensure the safety and security of every parking facility for guests and employees by routinely reviewing maintenance checklists. Routinely conduct audits to evaluate services, and prepare reports and analysis of findings related to process flow, timeliness, and quality of service. (10%)
- Ensure that all facilities within purview of responsibility operates in accordance with University policy including revenue control, equipment maintenance, proper and accurate signage, and flow of parking operations; develop and implement policies and standard protocols for the issuance of parking citations, parking appeals, and parking facility operations and maintenance. (10%)
- Responsible for effective revenue control related to several budgets including approximately $7 million parking revenue and $6 million cost of operations to support parking and shuttle services. Participate in campus services strategic planning and development, work to establish effective short and long-range goals for parking operations, and devise methods to improve the overall effectiveness of parking services and programs. Work closely with access services and campus services business managers to determine fiscal requirements, make projections, and develop annual operating and capital budgets that will also serve to support formation of the appropriate fee structures required to sustain the integrity of parking operations and build reserves for future campus parking requirements. Working in conjunction with access services director on parking field operations and field operations oversight for the key shop staff. (10%)
- Ensure that all facilities within purview of responsibility operates in accordance with university policy including revenue control, equipment maintenance, proper and accurate signage, and flow of parking operations; develop and implement policies and standard protocols for the issuance of parking citations, parking appeals, and parking facility operations and maintenance. Participate in relevant professional associations to remain current on industry knowledge and skills; identify and implement best practices, as appropriate, to facilitate process and service improvements; and use data and metrics to measure and define levels of success. (10%)
- Manage day to day operations of all parking garages and surface lots, including traffic control and parking; manage and monitor parking systems on a daily basis, maintenance of equipment and inventory, and parking enforcement programs; plan, train, and direct the activities of contractors; and perform basic maintenance troubleshooting and service scheduling for vehicles. Oversee management of the LAZ Parking Contract and all of their operational staff on a 24/ 7 basis. In collaboration with LAZ Parking, plan, conduct, and evaluate audits on parking counts, utilization, transaction and revenue data through regular field audits of parking facilities and parking revenue collection. Establish and maintain standards for all services with benchmarking against peer institutions. Prepare reports and analysis of findings and revenue projections based on collected count, utilization, transaction and revenue data. (10%)
- Oversee management of maintenance personnel (project contractors, CWRU and LAZ Parking) to ensure that operational challenges and service call volumes are met with high efficiency timeliness; develop and execute a preventative maintenance program to manage parking facility (garages and surface lots) repairs; and conduct regular field audits to evaluate functionality, through testing, of parking equipment. (10%)
- Oversee management of special events and enforcement personnel to include coordination and scheduling of parking needs for special events as well as construction and other causes for displacement of parking; implementation of controls to minimize the occurrence of parking in unauthorized locations; provision of vehicular and pedestrian traffic control during special events and in high traffic areas on campus during peak hours; the coordination, installation, and maintenance of traffic, directional, and informational signs on campus grounds; and ensuring the proper marking of assigned lots and streets. - Act as a liaison for parking and transportation services with university and other partner institutions and the City of Cleveland. Represent the university, as directed, on high- level internal and external working groups and work to develop positive relationships within those departments. Maintain close relationships with city parking and transportation providers to ensure coordination of efforts and identify opportunities for shared services. (10%)

Students: Frequent contact with students regarding parking operations
SUPERVISORY RESPONSIBILITY
Directly supervises LAZ parking director of operations and management team, disabled shuttle driver, in-house CWRU maintenance staff, VIC coordinator and 50 + contract hourly staff. Indirect responsibility (dotted line) for access services related to parking field operations issues and key shop operations.
QUALIFICATIONS
Experience: 10 years of experience in parking and transportation preferably, within an urban higher education environment, involving the leadership of complex parking and transportation programs.
Education/Licensing: Bachelor’s degree in business, management or related field is required.
REQUIRED SKILLS
- Specific expertise in parking and transportation administration is required.
- Capability to effectively manage large, diverse employee groups.
- Working knowledge of parking and transportations systems and technology.
- Excellent verbal and written communication skills.
WORKING CONDITIONS
General office environment with frequent on-site visits to various campus facilities and operations.
