Position Title: Program and Grant Specialist
General Description
The Program and Grant Specialist is a full-time, exempt position performing professional and administrative work to advance the goals of California State PTA.
The purpose of the California State PTA is to:
- promote the welfare of children and youth in home, school, places of worship, and throughout the community;
- raise the standards of home life;
- advocate for laws that further the education, physical and mental health, welfare, and safety of children and youth; promote the collaboration and engagement of families and educators in the education of children and youth;
- engage the public in united efforts to secure the physical, mental, emotional, spiritual, and social well-being of all children and youth, and;
- advocate for fiscal responsibility regarding public tax dollars in public education funding.
The Program and Grant Specialist manages and expands grant work aligned with the purpose of the organization specifically in the areas of arts education, advancing a full curriculum communications and messaging, supporting volunteers in advocacy, family engagement and parent mobilization. The position reports to the Director of Programs and Grant Development and works closely with other staff departments such as the School Smarts program, as well as volunteer-led committees and commissions and partner organizations.
Classification:
This position is classified on the exempt salary schedule as Specialist.
Salary Range:
$49,920 to $58,320
Essential Functions:
- Builds relationships and works closely with state and local volunteer PTA leaders and assists them in planning and carrying out activities to advance grant and program objectives, including developing materials, planning and delivering trainings and planning and coordinating other special events.
- Maintains, compiles and analyzes data to regularly monitor progress towards project indicators and targets; prepares periodic progress reports and summaries.
- Writes and edits articles, reports, summaries, background papers, key messages and other materials.
- Works with the Special Committee for Arts Education and other committees, commissions and staff departments to initiate, coordinate and evaluate strategies to advance arts education outreach and advocacy objectives managing day-to-day arts education outreach activities, including content and delivery, timelines and deliverables.
- Provides direct support to the Director of Legislation, including consulting with the Chair and assisting with meeting preparation, including the annual Legislation Conference.
- Provides direct support for the legislative advocacy operations of the association, working closely with the Legislation Action Team and Legislative advocates, preparing reports, filing, bill pickup and mailing through the bill service; maintaining and updating the online bill tracking service; preparing the monthly, semi-annual and annual Legislation Report; handling incoming calls from outside sources such as legislative staff and other organizations; coordinating the signing and sending of certain legislative letters and documents; and tracking legislative bill files and updating them as requested.
- Works closely with the School Smarts program team to implement strategies and activities to advance other association grants and objectives, including those related to family engagement, LCFF-LCAP and "next-level" parent advocacy and mobilization.
- Develops and strengthens relationships with partners and organizations with shared goals, such as educators, community groups, arts groups, policymakers and others.
- Effectively utilizes online organizing activities to engage local and statewide supporters; prepares materials for the website and social media.
- Represents the association at meetings and convening’s, as assigned.
- Ensures consistency with California State PTA priorities and positions, assists in initiating and developing advocacy strategies and messages, including member and community mobilization.
- Performs other duties as assigned.
Desired Qualifications:
- Bachelor's degree or higher.
- Minimum 3-5 years of progressive project/program management experience, including organizing and implementing activities and strategies, managing budgets and proven results meeting project objectives.
- Strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans and solutions to advance grant objectives.
- Ability to grasp complex policy issues and communicate them in a clear, understandable manner.
- Experience coordinating teams and projects with multiple partners as well as building coalitions; ability to work well with people in a professional environment.
- Adept at utilizing technology to maximize effectiveness and achieve successful outcomes.
- Excellent writing skills and strong presentation skills.
- Strong training and presentation skills
- Familiarity with public education policy, parent and family engagement and/or arts education.
- Travel within California is a requirement for this position.
