Manager, Building Division

Under limited supervision, plans, organizes and manages staff and operations of the Building Division, including plan checking, building inspection, permitting and code enforcement; assures effective enforcement and compliance with all statutes, codes and regulations.

- Manages assigned staff; prioritizes and assigns tasks and projects; disciplines, trains and evaluates staff; counsels, coaches and instructs employees as required; develops staff skills and conducts performance evaluations.
- Provides support, direction and coaching to subordinate employees in the areas of performance management, problem resolution, planning, and work assignments.
- Develops and monitors division budget; prepares special and recurring reports, budgets, grants, proposals and contracts, and disseminates to department personnel and external agencies; recommends and implements changes to existing policies and procedures.
- Monitors and reviews trends in building inspection and enforcement, and recommends operational and policy improvements.
- Supervises and directs the enforcement of codes and ordinances, plans review, building inspection, issuance of permits, and related building and zoning matters.
- Coordinates regional and statewide policy interpretation; recommends code amendments, solutions to technical problems, and required legal actions; makes final decision on code interpretation.
- Reviews laws and proposed legislation and determines impact to programs or projects; remains current on energy conservation issues and prepares recommendations for conservation measures and policy; prioritizes and manages projects in concert with engineers and local utility to optimize funds spent on energy upgrades to facilities and components.
- Responds to politically sensitive issues and adjusts work priorities to meet demands; projects the costs to replace infrastructure based on life-cycle predictions; communicates facility maintenance needs and requirements to county management.
- Consults with design professionals, attorneys, builders and owners regarding code interpretation and application; analyzes and recommends alternatives; analyzes and reviews new construction products for acceptability to achieve compliance.
- Attends and represents county at meetings, commissions, conferences and courts; confers with agency representatives regarding administration of state and federal programs; coordinates with department heads, Board of Supervisors and others to review and discuss new programs. -Performs related duties as assigned.
Minimum Qualifications
- An Associate's degree in Building Construction, Architectural Engineering or related field.
- Five (5) years relevant construction, building inspection and plan check experience including three (3) years supervisory experience.
- Certification as a Building Official, Plans Examiner, and Building Inspector.
- A State of California driver's License may be required.
- Employees hired into this classification must file statements of economic interest with the Butte County Clerk/Recorder.
